We express our
happiness over Government’s positive response towards the four proposals made by
us on June 14.
The Government’s
declaration of cease-fire for three months with effect from June 16 put an end
to the uncertainty prevailed in the State for the last one month. Responding to
Government’s declaration, we announce that People’s War would also adhere to the
cease-fire for a period of three months. We feel that this historical agreement
is a victory for the people and that it was made possible with the two sides
acknowledging the democratic aspirations of the people.
We strongly feel that
we can reduce unwarranted violence if we stick to the cease-fire sincerely. We
also feel that this situation would guarantee expression of democratic
aspirations of the people. The essence of the cease-fire agreement between us is
that there won’t be any fake ‘encounters’; that there won’t be any harassment,
arrests and killings in the name of combing operations; that people should not
be terrorised using unlawful armed forces such as Grey Hounds; that coverts,
informers and armed anti-social cliques should not be encouraged and let loose;
that there should not be any violation of human rights; and that people’s right
to express themselves or organise meetings should not be crushed cruelly by
ruling classes, police and mafia. It goes without saying that the Government
should take foolproof measures to ensure that this would become a reality, which
was not in the wildest imaginations of the people till a month ago.
We assure the people
and the Government that there won’t be any action from our Party and the
People’s Guerilla Army (PGA) that might result in loss of life during the
cease-fire. We also assure that we will put to rest all the armed actions during
the period. We assure that we will not come in the way of political parties from
carrying out their political campaigns. At the same time, we expect that our
political campaign should not be obstructed, particularly by the police.
We would like you to
note that our Revolutionary Movement is being carried out by three State-level
Committees in Andhra Pradesh. This calls for considerable time to bring in
coordination between the three Committees. It will take some more time to
distribute the Circular comprising guidelines from our Central Committee to all
our Party Members and armed squads. This is because our Party is working under
the shadow of the ban. Yet, our Comrades will observe cease-fire, taking the
message through newspapers and radio. We assure that we will take note of
incidents, if any, that might violate the cease-fire from our side and take
measures to see to it that they will not recur.

Reddy suggested that our squads should not move around in villages holding arms.
We appeal that one should consider this keeping in mind the ground reality and
that the Government should not take strong positions on this. We would like to
point out that we carry arms to defend the unarmed downtrodden people from armed
anti-social cliques that are supported by the police. In another words, we carry
arms to defend ourselves. We would like to clarify that we do not carry arms to
show off or to use them unnecessarily. We guarantee that we will not use our
arms as long as police or anti-people forces that have police support, train
their guns on the people and on us.
We appeal to the
Government to be vigilant on poisonous campaigns and ploys to pollute the
cease-fire atmosphere. We cite an example in this regard. The police had
recently unearthed some landmines planted by us long ago and started a venomous
campaign that those mines were planted recently to eliminate some important
leaders of the present Government. This vicious campaign was aimed at polluting
the atmosphere. The cease-fire can be made a reality since we both are entered
into an agreement. But it is your responsibility to keep tabs on the Nayeem gang
and other killer Mafia gangs and put a lid on the reign of terror unleashed by
such gangs led by surrendered Naxalites.
The Home Minister
announced that the police need to go to villages whenever incidences of
disturbances are reported. Will anyone oppose such interventions? But the
problem arises only when they start harassing people in the name of law and
order. So, we would like to clarify one thing. Incidences of disturbances,
thefts, attack on Dalits, molestation of women, vandalisation of masjids and
attacks on Christian minorities occur very rarely in areas where we operate. If
police do not tread into villages and we can move freely in villages there is no
scope for any law and order problem. In such a scenario, farmers would be free
of harassment from corrupt officials and pestering lenders. We are confident
that we can instill confidence in farmers and prevent them from committing
suicide. People can enjoy the basic rights provided to them by the laws and
Constitution only through activists of a Revolutionary Party who work in the
grassroots without seeking any rewards and not through orders from ‘the above’.
The law and order situation in villages will not be disturbed as long as police
do not interfere unnecessarily.
With regard to
cease-fire, we are constrained by certain limitations when it comes to convey
our stand and opinions on the talks process. Our Party is still banned and there
are prizes on our heads. We appeal to you to understand our inability to come
out with relevant announcements quickly. Don’t take a hostile view of these
minor inconveniences.
The Central Committee
(CC) and Polit |Bureau appeal to all the leaders of PGA in the State to
sincerely implement this understanding immediately. We also call upon them to
organise the masses against the injustices and irregularities and to carry out a
massive revolutionary campaign
The CC and Polit
Bureau hereby declare that Ramakrishna, the Secretary of Andhra Pradesh State
Committee (APSC), is authorised to conduct talks on behalf of the three
State-level Committees – APSC, North Telengana Special Zonal Committee and
Andhra-Orissa Border Special Zonal Committee – in the State.
