PGA Parade at a Central Camp

It was early morning on the parade ground on Dec.2. The entire camp, dressed in military fatigue, assembled in rows. Platoon secretary, com.Lakmu. called the camp to attention. Filed into two rows the march began to the singing of the melodious PGA song. After the march, Com. Sudhakar, member of the DK State Military Commission (SMC), was called to conduct the meeting. The PGA flag was then hoisted by Com. Basavaraj, Chief of the Central Military Commission (CMC). Saluting the flag, a song on the red flag followed.

Before the speeches two young mahila tribal comrades presented songs. With excellent voices, com. Sanbatti sang the PGA song, while com. Surekha presented a song in Gondi on the martyrdom of com. Sukdev (earlier head of the DK-North Military Command).

Com. Basavaraj spoke of the significance of this third founding day of the PGA. He said that the aim of the PGA is to smash the rule of imperialism, feudalism and comprador bureaucrat capitalism, and to seize political power by setting up a new democratic state as a first step in the path to socialism. In the first TCOC (tactical counter-offensive campaign) after the Congress he said 62 enemy forces were wiped out, 80 police were injured and 36 weapons seized. He then read out the CMC message on the occasion. Finally, he said that the PGA must step up its attacks to wipe out the enemy forces. Also, he said, there was need to target some chief political reactionaries. He also cautioned that mistakes should be avoided, like the killing of the MLA Ragya Nayak and the mistaken attack on a bus in Warangal — such mistakes must never be repeated. For this, he said, that care should be taken while selecting targets, and the political consciousness of the PGA should be enhanced.

After this Com. Lalchand, sang a song in Gondi which calls on the youth to join the PGA,. It was a song written by him which further presents the aims of the PGA, saying that it shows the path for the youth of our country. This versatile poet cum military commander has written songs on such varied issues as the PGA to political issues to a song on marriage between comrades.

This was followed by a speech by com. Ganapatti, secretary of the CPI (ML)(PW). He stated that in the TCOC the PGA conducted 60 actions in its first year of operation. In that year 103 comrades of the Party/PGA have been martyred in enemy attacks. These include leaders, cadres and members. He added that if we draw a balance between enemy losses and PGA losses, the results are poor. It showed, he said, that the PGA is still weak. He added : "There is much need to train our forces politically and militarily; this is an urgent necessity. To consolidate the PGA there is urgent need to build the militia on a very wide scale. If this coordinated with the main and secondary forces, it will become a real fortress. The PGA must mingle with the masses and become a part of their lives and their aspirations. In this way the PGA will grow and equip itself to take on the multi-pronged attack by the government and its imperialist backers. There is also need to change the composition of the PGA by recruiting large numbers from the students, workers and intellectuals. The PGA must imbue the masses with a new set of values, and set an example in the masses by our new democratic culture — as opposed to the present imperialist and feudal culture. Our immediate task is to set up Guerrilla Bases in the existing Guerrilla Zones, and use these as bases to unite all the revolutionary and democratic forces in the country."

The last speaker was Com. Sujeet, a CC member from Bihar-Jarkhand. He said, "two years back, for the first time ever the oppressed masses of India formed their own army — the PGA. The masses hailed its formation, while the enemy panicked, attacking it frenziedly from the very start. He added : " In Jarkhand the new BJP government, by introducing the LRP (Long Range Patrolling) system, has launched attacks as never before. They have killed tens of comrades and arrested hundreds, utilising POTO. Not only have the PW faced these attacks but so also have the MCC. Though the PGA in B-J has limited strength, we gave the enemy a fitting reply in our first TCOC campaign after the Congress. Even in W. Bengal, where our forces are just in their inception, the CPM government has been attacking us ferociously. Though we are still a small force and the enemy is giant in size, we can only advance by mobilising the masses for war. This can only be done by building the militias in a big way. Unless there is mass participation in the people’s war, the main and secondary forces cannot be strengthened. The people’s militia is at the very foundation of the PGA. But, it serves not only a military, but also a political need. It is the living link between the people’s army and the masses. If thousands are drawn into the militia, the enemy will have to fight on hundreds of fronts. This is a major task before us".
