HUGE DEMO EVERYWHERE

PEOPLE'S MOVEMENT GAINS NEW HEIGHT

THOUSANDS OF PEOPLE DEFY CURFEW ACROSS THE COUNTRY

 

The pro-democratic republic movement has gained new height during these days in Nepal. People from everywhere joined the huge protesmarch after stopping their personal and official duty. Civil servants including doctors, teachers and employers of public banks, companies and authorities, the personalities of civil society, human right organisation, and lawyers, journalists, writers joined the demonstration with peasants–workers and students youths against autocratic feudalistic monarchy to establish democratic republic in Nepal. Thousands of people defying 5 consecutive days (April 11) curfew and other restrictions across the country. Women participation is significant in the demonstration. Despite the excessive use of force by royal security personnel to crackdown on protests, people have intensified their demonstrations across the country.

 

Who infiltrate in demonstration?

"A plaincloth policeman opens fire at demonstrators from AIG Rup Sagar Moktan's house in Gongabu, Kathmandu on Tuesday. After the firing from AIG's house policemen deployed on the streets started shooting indiscriminately at the demonstrators saying that Maoists had opened fire. Over 100 protestors were injured. Some of them are feared dead." (It is taken from ekantipur.com, April 12)

 

The people's movement has launched by various parties and revolutionaries under the guidance of the 12-points understanding between CPN (Maoist) and Seven Party Alliance (SPA). It is clear here that, after the second accord of 12-points understanding, people are massively participating in the protest movement and the level of people's movement has advanced day after day. People have vowed to continue with the ongoing protests and disobedience campaign against the butcher Gyanendra's regime. CPN (Maoist) said in the joint press statement, issued by Chairman Comrade Prachanda and Comrade Baburam Bhattarai on behalf of the Broad National Political Convention Organizing Committee (UPRC) and PLA, "the general political strike, declared from April 6 to April 9, 2006, in accordance with the understanding reached between CPN (Maoist) and seven political parties, shattering the medieval repression, prohibition order and curfew of the feudal autocratic royal power, has been historically successful with outstanding participation of the masses of all ranks and sects all across the country including capital."

 

Across the country, over hundreds of thousands of people marched defying the Gyanedra's butcher government restrictions. Since April 6, on which day the historic mass movement of 1990 against monarchy had reached to its climax, brave Nepalese people have demonstrated despite the brutal repression in Kathmandu valley and all over the country. Courageous people staged protest demonstrations. At least four people were attained glorious martyrdom and thousands injured during the demonstrations process. Thousands of peoples, the party's leaders and carders have detained.  CPN (M) declared those entire fighters as martyrs, who have sacrificed their lives in the course of peaceful and armed resistance against royal fascism to succeed this general political strike and the party pays emotional homage to them.

Vanguard  generation of political parties and general public chanted anti-king and pro-republican slogans. "We want full democracy. We want democratic repulbic Nepal. Down with genocide Gynendra! Down with police-army repression! Autocracy will collapse. Long Live - Peoples' Unity. Butcher Gyanendra Quit Nepal" they chanted. The pro-democracy vanguard activists also burnt tires at various intersections in the Kathmandu, Patan, Kirtipur and various town of the districts, while protesters and police pelted stones, bricks against one another at several places.

PROTESTS ROCKS THE COUNTRY

On the sixth day of nationwide indefinite general strike, political activists today continued to take out protest rallies defying curfew orders. The royal security personnel detained hundreds political leaders, cadres, supporter and innocent people from the demonstrations. Over hundreds of activists were injured when royal security forces intervened and ruthlessly baton-charged, fired tear-gases and bullets the peaceful gatherings at Gongabu. APF men fired several rounds of rubber bullets at protesters from the house of a security man at Gongabu injuring dozens of agitated people. The police beat up the protesters even after arresting them. The security personnel also fired dozens of teargas shells to disperse the protesters. BBC TV showed live telecast worldwide of Armed Police's ruthless repression in Gongabu everyhour on April 11. The protesters staged demonstrations at  Maitidavi, Baneshower, Chabahil, Patan, Kirtipur, Kalanki, Jorpati, Balaju and New Road Bhaktapur, Madhyapur Thimi, among other places in the capital by defying curfew orders.     

In Kirtipur, one of the most affected areas of the agitation, local residents, political activists and students staged protest demonstrations everyday. Security was beefed up in Kirtipur on the first day of general strike to until. Agitated people burnt tyres and obstructed the road to disrupt security personnel vehicles from entering the area. Over a dozen demonstrators sustained head injuries when policemen baton charged a peaceful rally at Panga, Kirtipur. Thousands of activists participated in the rally on April 11.

Similarly, dozens of representatives from various professional organizations (journalist, medical professionals, justics, lawyers, Universities teachers and professors, human right activists etc. took out a protest rally in capital Kathmadu against the feudal autocratic monarchy.

Massive demonstrations around the country marked the sixth day. More than 50 thousands people has been participated in Butwal and chanted in favour of democratic replubic on April 11. In Pokhara and Chitwan, Surkhet, Biratnagar, Janakpur, Lahan, Dailekh, Nawalparashi people are defying curfew and other restrictions continuously on April 11. Police indiscriminately opened fired at a rally taken out by thousands of protesters in Pokhara that day. Two women were injured in the shooting. A large pro-democratic replubic rally was taken out at Narayanghat, Chitwan April 11th afternoon. The rally defied the curfew orders in the town. : While thousands of people were marching towards Bharatpur from Tandi, the security forces opened fire and seriously injured one and many others. Similarly, the agitators continued their demonstration by burning tyres and chanting slogans. Police arrested more than 65 protestors from Bharatpur, Chitawan on April 10.

About 30 thousand people poured over streets as the anti monarchy march in Biratnagar (second major town of Nepal) on April 10 morning. The joining the government and public agencies employee in Biratnagar after Kathmandu has been regarded as the new height of the movements. All the doctors in Biratnagar stopped their work and joined the SPA’s protest demonstrations.

Nearly 1 thousand workers of Janakpur Cigarette Factory halted their work and joined in the general political strike and protests. In Butwal, nearly 10,000 protesters took out a rally against autocracy and in favour of democracy defying curfew orders daily. Activists staged demonstrations at Puspa Lal Park. Two activists were injured in police firing there on April 9th. In Doti  nine people were mercilessly beaten up by police while five others were arrested, from a rally taken out by the local Bar Association and non-government organizations in the district headquarters (April 10).

Two dozen protesters were injured in clashes with riot police in Dhading. Condition of three of them is reported to be critical. In Damauli, the district headquarters of Tanahun, local businessmen and industrialists decided not to charge rent for tenants during the demonstration period. "We use this option so as to increase the number of tenants for encouraging them in the protests," said Shantiraman Wagle, chairman of local chamber of commerce and industry (April 10).

Likewise, there were massive demonstrations in many parts of the eastern region including,Mahottari, Rajbiraj, Mechinagar, Ilam, Tehrathum, Dhankuta, Taplejung, Damak, Gaighat, Lahan and Dharan on April 10 and 11.

In Palpa enraged students removed the phrase "His Majesty's government" from sign boards of over a dozen government offices and rewrote them "Nepal Government". Similarly, Jhapa (far eastern district) to Kanchanpur (far western district) more than Protesters removed the same phrase from sign boards of all government offices except security forces and rewrote them Nepal Government". These districts are Khotang, Morang, Sunsari, Saptari, Chitwan, Rupeandhai, Kapilvastu, Banke, Baitadi, Kanchanpur on April 11.

Meanwhile, OHCHR officials have found army infiltration in demonstration in Kohalpur, Banke on April 10. A team led by OHCHR-Nepalgunj chief Andrew Mc Gregor found a soldier with a grenade at a rally. The team saw dozens of plainclothes soldiers with explosives from nearby RNA base infiltrating the mass demonstration. Demonstrators identified the soldiers and informed the OHCHR team. The team asked them to show their pockets and bags. A soldier immediately showed a grenade which he concealed in the pocket of his shorts. After the team also asked him to show the concealed object in the next pocket, he went towards a group of armed security personnel and mingled among them. This conspiracy clearly showed just opposite reaction of the madness Kamal Thapa's butcher group's blame "Maoist infiltrations in the Protest".  

Meanwhile, on April 11, Human Rights groups called on Royal regime to rein in the ongoing crackdown by the security forces and exercise restraint when dealing with anti-monarchy protesters. "Rather than justifying the use of excessive force, the government should be ensuring that the police and army act within the law to protect people's lives," said Purna Sen, Asia Pacific director of Amnesty International (AI) in a statement issued April 11. Sen said that restricting peaceful demonstrations by ban orders and curfews and arbitrarily arresting hundreds of people only "enflames an already volatile situation." Similarly, the Committee to Protect Journalists, a New York based press-freedom organization, deplored the use of force against journalists. "As the death toll in these protests rises, the presence of journalists is a crucial safeguard of accountability," said CPJ executive director Ann Cooper in a press statement issued in April 11. Scores of journalists have been arrested and beaten in the latest crackdown, the CPJ said. Reporters Without Borders, a French press-freedom group also urged the government to allow all journalists to move about freely and stop arresting them. The group also called on authorities to release the 20 journalists who are still in custody out of a total of 97 held.

The seven-party alliance (SPA), medical professionals and employees at banks and the Nepal Telecom have vowed to continue with the ongoing protests and disobedience campaign against the government. The Joint People's Movement Coordination Committee of the seven-party alliance (SPA) said on April that, despite the curfew and other restrictive and brutal measures adopted by the government to suppress peaceful demonstrations, the movement won't cease until achieving the declared goal. "The programs of the SPA won't be affected by any kind of government repression and conspiracies," said a statement issued by the Committee. "This movement won't cease until achieving the declared goal."  SPA has authorized their sister organizations and local branches to announce additional agitation program to support the SPA's movements for democracy.

 

Meanwhile, Communist Party of Nepal (Maoist) declares the general political strike and mass demonstration as own program and the party has decided to conduct the concrete new programmes. The party also strongly support the decisions of seven political parties to continue with the general political strike advancing successfully towards rise all across the country until the autocratic monarchy has been brought to an end.  "Along with aforesaid programs, mass mobilizations, meetings and demonstrations will be organized in local levels, jointly with seven political parties and civil societies as far as possible, and independently as required. Different mass organizations too will carry forward programs jointly and independently." Chairman Prachanda and Comrade Baburam Bhattarai said in the statement. 1.      The general political strike, declared from April 6 to April 9, 2006, in accordance with the understanding reached between CPN (Maoist) and seven political parties, shattering the medieval repression, prohibition order and curfew of the feudal autocratic royal power, has been historically successful with outstanding participation of the masses of all ranks and sects all across the country including capital. Declaring martyrs to those entire fighters, who have sacrificed their lives in the course of peaceful and armed resistance against royal fascism to succeed this general political strike, our party pays emotional homage to them. Wishing for rapid gain in health of injured people and quick release of prisoners, our party, offering heartfelt thanks to the entire political parties and broad masses in and outside of the country who, by defying repression, prohibition order and curfew of royal power to succeed this general political strike, had helped, supported and participated to succeed mass demonstration, appeals for constant help also in the days to come.

 

2. Today, the masses of entire classes, nationalities, regions and sex in the country have energetically risen up to emancipate forever from the feudal autocratic monarchy. The whole country has been united against the autocracy to realize aspiration of democracy and peace through the constituent assembly. In this decisive and sensitive moment of the history, our party, properly maintaining coordination and understanding with seven political parties and civil societies with the deep sense of responsibility and conviction towards immediate historic necessity of establishing democratic republic through constituent assembly is going ahead and is determined to do so. In this context, strongly supporting the decisions of seven political parties to continue with the general political strike advancing successfully towards rise all across the country till the autocratic monarchy has been brought to an end, our party declares the general political strike as our own program also. In order to succeed this, our party has decided to conduct concrete programs as follows.

a)      To organize extensive mass demonstrations for the success of general political strike by defying all kinds of repression, prohibition order and curfew,

b)      To remove sculptures of kings, the symbols of absolute feudal power, from all over the country,

c)      To remove entire signboards in the name of his majesty's government,

d)      To assist and encourage the process of declaring republic initiated locally by the masses,

e)      To mobilize masses not to pay any kind of taxes and tariffs to the royal power and carry out mass actions against the agents helping feudal elements,

f)        To keep the highways under control by the PLA,

3.  Along with aforesaid programs, mass mobilizations, meetings and demonstrations will be organized in local levels, jointly with seven political parties and civil societies as far as possible, and independently as required. Different mass organizations too will carry forward programs jointly and independently.  

4. Time for an end to the feudal autocratic monarchy and establishment of republic through constituent assembly has come closer. Our party again strongly appeals the pro-people forces in and outside of the country to make this program a success while remaining cautious against all kinds of conspiracies and detrimental compromise that can happen at this last stage.

DECLARE ‘REPUBLIC REGION’ ELSEWHERE

Protesting against the brutal government repression on 7th April peaceful protests, more than 50 thousand protestors took to the streets here in Chitwan, chanting slogans against monarchy and in favour of republicanism. The protestors have chased away the royal security men and have taken under control all administrative offices. They have declared the Chitwan district a “republic region.” All government offices in Chitwan are under the control of the protestors for the last one hour. They have chased away the policemen deployed to suppress the agitation across the Narayani River. Additional security forces have not arrived. Over 150 protestors have been injured in teargas shell firing by the police. Thousands of protestors have assembled at Chaubiskothi, Narayangadh bazaar. Chanting anti-monarchy slogans, they say “Chitwan has become the first republic district in the country.”

 

Similarly, protestors have freed region from royal security forces and declared the Patan and Kirtipur a republic region separately. It may be noted that brave Patanites and Kirtipurites had declared 'republic region' during the 1990's mass movement.

 

CPN (MAOIST) AND SPA PUBLIC SECOND MOU

Finally, after the lengthy negotiation process, CPN (Maoist) and the seven-party alliance (SPA) made public the second Memorandum of Understanding (MoU) through separate statements on March 19. Both parties have reached in some understanding fight against old fierce autocratic regime and establishing full democracy, peace, prosperity process and the national independence. It is a great achievement for new political system in Nepal. The long struggle between absolute monarchy and democracy in Nepal has now reached in a very momentous and new turn.

Chairman of the Communist Party of Nepal (Maoist) Comrade Prachanda and top leaders of the SPA signing the understanding separately, said "we again express our firm resolve for the firm implementation of this (12-poinst) understanding and expect the same from all." The parties and the CPN (Maoist) also appealed to the international community to support their initiative for resolving the 10-year armed conflict and ensure progressive reforms in the country. Before arriving at the decision to issue separate understanding of same content, the party leaders held intensive discussion at Nepali Congress President Girija Prasad Koirala's Kathmandu residence earlier Sunday.

A meeting of the SPA leaders at Nepali Congress (NC) President Girija Prasad Koirala’s residence in Kathmandu made public the second MoU and CPN (Maoist) made public the same separately through a statement issued by Chairman Comrade Prachanda later. The second accord between seven political parties and CPN (Maoist)

All knows that the historical twelve-point accord, reached on November 22, 2006, between the CPN (Maoist) and seven political parties agitating to abolish absolute monarchy and bring in full democracy, had been established for democracy, peace, prosperity, progress and national independence. Following the twelve-point understanding, there is no doubt that the broad masses of the people have ratified the agreement through countrywide wave of movement and, as a result of it, the complete failure of the so-called municipal election, on February 8, the absolute power had designed. In addition, the wide support the international community had expressed clarifies that this is the real foundation for the resolution of conflict ongoing in the country. In this situation, we again express our firm resolve for the firm implementation of this understanding and expect the same from all.

We would like again to remind that the agitating seven political parties are fully determined on the fact that, by way of "reinstating parliament through the force of movement and, on its decision, establishing full democracy by organizing authorized multiparty government, having dialogue with the Maoists and electing constituent assembly based on consensus, can the conflict be resolved in the country, and sovereignty and the state power fully be instituted among the people. The CPN (Maoist) holds on and is determined to that the aforesaid objective can be achieved by organizing a national political convention of the agitating democratic forces and, on its decision, electing constituent assembly. On the question of this procedural agenda, an understanding of carrying on debate between the agitating seven political parties and the CPN (Maoist) and searching for a common agreement has been built up. The agreement has been reached at is that the force of people's movement is the only alternative to achieve that objective." We heartily appeal the entire democratic political forces, civil societies, professional groups, mass organizations, masses from oppressed nationalities and regions, media persons and the broad masses of the people to succeed well the ongoing programs of peaceful movement aimed at establishing full democracy so as to reside fully the sovereignty of the country and state authority on the people through the constituent assembly election, which takes place on the basis of aforesaid procedure.

In the same way, we heartily appeal the international community to help by all means this initiative of the political parties that aim at instituting full democracy by abolishing absolute monarchy in Nepal and establishing peace in the country by resolving the armed conflict, carried on for the past ten years, through a forward-looking political way out.

BLOCKADE LIFT

After the issuance of a second Memorandum of Understanding (MoU) between CPN (Maoist) and seven political parties (SPA) on 19th March, the Party, UPRC and the PLA had lifted its blockade and indefinite political strike with effect from March 20. It is worth remembering that CPN (Maoist) and Broad National Political Conference Organizing Committee of United Revolutionary People's Council and the PLA had been called that struggle programmes in effect from 14th March.

 

Chairman Comrade Prachanda and Comrade Baburam Bhattarai on behalf of the Party, UPRC and the PLA, made an announcement to this effect through a joint public statement on 19th March, and said that the blockade was lifted following the signing of the second MoU and keeping in view the appeals made by various political parties, civil society, professional organizations, and the parties' upcoming mass protest rallies and non-cooperation movement slated to be held in Kathmandu. "We would like to inform that all our protest programs have been withdrawn from March 20, taking into consideration the preparation for general strikes, non-cooperation movement and rallies called by the seven-party alliance," said Chairman Prachanda and Comrade Bhattarai in a statement.

The SPA has announced nationwide general strikes and non-cooperation protest programmes from April 6-9 and a huge protest programme in Kathmandu on April 8. In the statement, Chairman Prachanda also announced to have called off other "protest programmes" of the party. The party, UPRC and the PLA had called for an indefinite political strike effective from April 3. Chairman Prachanda and Comrade Bhattarai also called on all sister organizations including ethnic, regional fronts, professional organizations, civil society, the media and common people to extend their active support to the parties' upcoming protest programmes in the capital. They, however, said that CPN (Maoist) could announce new protest programmes in the future "as per the need". On behalf of the Party, Chairman Prachanda appealed to people of all walks of life to actively participate in the ongoing peaceful agitation to give outlet to the present political impasse of the country and to return state power to the people.

Stressing the need to intensify the movement against ‘royal autocracy’, they also pledged support to the protest programmes of the seven-party alliance. The full text of the statement has been included herewith:

1. It is known to all that the second understanding, which, by expressing firm determination to the historical 12-point understanding established on November 22 between seven political parties and the C.P.N. (Maoist) for democracy, peace and progress in the country, was reached on March 19 to concretize and develop the understanding further and accelerate the joint movement against the monarchy, has a special significance. Going ahead of both of these understandings, we once again vehemently appeal the entire democratic political forces to create a storm of countrywide democratic movement by developing common slogan, common front and common program in the country and accomplish the task of institutionalizing democratic republic through the election of unconditional constituent assembly.

2. To attack decisively upon the royal power by unifying and centralizing all of the trends of the movement going on at present in the country against absolute royal power is today's historical necessity. Centring on this very necessity and in accordance with the understanding and agreement reached between the C.P.N. (Maoist) and the seven political parties, we declare our full assistance and support to the countrywide general strike from April 6 to April 9, 2006, disobedience movement and Kathmandu centred huge mass demonstrations they have announced. It is self-evident that this joint program of the mass movement, which has been scheduled by connecting the historic days of April 6, the day of climax of people's rebellion against monarchy in the mass movement in 1990 and April 8, the day in which the multiparty system was announced, has a special historical significance. Therefore, we heartily appeal the entire patriotic and democratic political forces, mass organizations, national and regional fronts, professional organizations, journalists, civil societies and the broad masses of the people to assist it by actively participating and helping by all means.

3. Paying attention to the preparation of countrywide general strike, disobedience movement and mass demonstrations and paying high regard to the request of seven political parties, civil societies, various professional organizations and broad masses, we publicly notify that the program of blockade and wheel-jam going on from March 14 has been withdrawn, to be effective from March 20, and all others programs of struggle have been decided to retract. Bringing you to notice that additional programs, if necessary, may be declared on our part in the future, we express our heartfelt thanks and gratitude to all who contributed to attacking forcefully upon the royal power by making the blockade and wheel-jam till now a complete success.

MILITARY ACTIONS SUSPEND IN KATHMANDU VALLEY

The CPN (Maoist) has declared an indefinite postpond all kinds of military actions in the Kathmandu Valley with effect from April 3 with just three days away from the four-day general strike called by the seven party alliance. The ceasefire is aimed at lending support to the agitation of the seven party alliance (SPA) for the end of autocracy and establish full-democracy. Chairman ComradePrachanda made an announcement to this effect through a public statement.

On behalf of the Party Central Committee, Chairman Prachanda said CPM (Maoist) had decided to “halt all kinds of military actions in the Kathmandu Valley until the next statement from the party  keeping in view the requests made by the seven political parties and civil society groups"

Chairman Comrade Prachanda said to have declared the stop of military action until further notice in a bid to assist the alliance in its movement against autocracy as per the second MoU between the Maoist revolutionary and SPA reached on March 19. It is known to all that we had withdrawn the countrywide wheel-jam and blockade in accordance with the understanding reached between our party and seven parliamentarian political parties. In line with the spirit of this very understanding it has also been brought to public notice that we will actively support the peaceful programs of general political strike, from April 6 to April 9, Kathmandu-centred mass demonstration and disobedience movement the seven parties have announced. Where as, the absolute monarchist feudal clique of Panchayati Mandales that has been terrified of the second understanding established for democracy, peace and progress and the program of peaceful movement is making fake exercise to sustain its moribund rule by the threat of state terror. In order to expose the conspiracy of the autocratic feudal clique of infusing military terror upon the Kathmandu-centred peaceful demonstration under the pretext of infiltration by the People's Liberation Army, to create a conducive environment for the broad masses of the people to determinedly come forward to the peaceful movement and taking seriously the request of seven political parties and the civil societies, all kinds of military actions have been suspended, to be effective from this evening, within Kathmandu valley till another statement has been issued from our part.

At this sensitive moment of the last and decisive struggle against absolute feudalism, our party strongly appeals the peoples of all ranks and sects to create a new history of democratic Nepal by coming in to the streets.

'In the history of Nepalese revolution, the people's liberation army has established a new record today, the April 6, on which day the historic mass movement of 1990 against monarchy had reached to its climax.' The masterstroke military strike on Malangwa (on April 6), district headquarters of Sarlahi has left dozens of Gyanendra's security personnel dead, nearly 3 dozens injured. One division of the  PLA under the leadership of the Eastern Command of the Party has carried out a successful and courageous overnight attack in the headquarters. The military strike erupted as the PLA launched simultaneous attacks on all royal security installations and government offices in Malangwa, and the barracks of the RNA. The PLA launched the attack at around 9 pm and clashes between royal government forces and the PLA continued till around 3 am. In this attack all autocratic government's administration office were completely destroyed. Following the assault, the PLA has secured a huge amount of modern sophisticated weapons and other ammunition consisting of SLR, SMG, INSAS, LMG, 3-0-3 and other important logistics etc in its possession. The CDO and others were taken into custody of the PLA. 129 prisoners were set free from the district prisoner that includes at least 22 Maoist revolutionaries. Eight PLA combatants were, however, martyred in the process.

It should be noted that an MI-17 Helicopter of the RNA that was crashed down some two kms west of Malangawa by the PLA heroes; killed 10 RNA including 2 pilotes, 2 Major and soldiers . This is the first time that the PLA has shot down a fighter helicopter. Comrade Prachanda, Chairman of CPN (M) and Supreme Commander of the PLA  issued a press statement and said the chopper exploded in mid-air after the PLA attacked it around 1:30 in the morning. Chairman Prachanda declared it as the first revolutionary triumph against the enemy's aerial attacks. He further said in a statement "A helicopter (M-17), to which the revolutionary fighters had attacked when one of the divisions of the PLA working under our party's Eastern Command in its way back after it had a courageous attack upon the district headquarters of Sarlahi district and had kept the security officials including the so-called CDO under its control, has been completely destroyed by exploding and blazing in the sky at about 1:30 in the this morning."

In the history of Nepalese revolution, the people's liberation army has established a new record today, the April 6, on which day the historic mass movement of 1990 against monarchy had reached to its climax. A helicopter (M-17), to which the revolutionary fighters had attacked when one of the divisions of the PLA working under our party's Eastern Command in its way back after it had a courageous attack upon the district headquarters of Sarlahi district and had kept the security officials including the so-called CDO under its control, has been completely destroyed by exploding and blazing in the sky at about 1:30 in the this morning. The helicopter that had been blindly firing upon the masses in the name of actions against the people's liberation army was used at Thokarpa of Sindhupalchowk a few days back. In the morning, when the HQ of the so-called royal army was reported from their own communication set, it was said that the helicopter was damaged by the attack of the terrorists but now a Mandale design of uttering this incident of attack an accident has been made to maintain morale of the so-called royal army. The reality is that the people's liberation army, by using modern and domestic technology, has acquired first time a great victory against the so-called air attack of the enemy. Let it be remembered, a helicopter that had come to attack upon a mass meeting of thousands of people at Mainapokhari of Bardia yesterday was forced to have an emergency landing at the district headquarters after one of the contingents of the people's liberation army under Western Command attacked upon it. According to Western Command, the masses of the people had enthusiastically concluded the program after they came to take note of a helicopter fleeing away with smokes after the said attack.

On behalf of the party and the central headquarters of the people's liberation army, I heartily congratulate and thank the entire ranks of the people's army in general, and the Eastern Command and entire comrades and fighters of the division under it in particular, for the success achieved in this historic day and in the process of decisive struggle against the absolute monarchy.

This new victory upon the gangsters of autocracy achieved by the people's liberation army and the historic mass movement that has advanced ahead from the process of encircling and chasing hundreds of policemen by the people of Lalitpur in the valley will not come to a halt till a democratic new Nepal free of the feudal autocracy forever has been established. In this historic occasion, our party heartily appeals the entire masses of all class, nation, region and sex, including those of the valley, to keep on creating storm of movement till the process of establishing democratic republic through constituent assembly has been ascertained. Defeat of feudal autocracy and victory of the people is sure.

PLA STROMED BUTWAL TO KAPILVASTU

People's Liberation Army had simultaneously launched various old state installations in the western town of Butwal and Taulihawa, district headquarter of Kapilvastu on April 7. Fight was going on that evening. At least two dozens of royal mercenaries were killed and equal number of them were seriously injured in that overnight clashes. The PLA fighters were completely destroyed one heavely anti-mine protected vehical. 109 prisoners were set free from the district prisoner that includes number of Maoist revolutionaries. The PLA also exploded bombs and set fire to all autocratic Gyanendra's government offices except army barrack . 15 PLA comrades attained glorious martyrdom during the process.

HEAVIEST CLASH IN KAVRE DISTRICT

On March 20, in one of the successful and courageous frontal battles with Gyanendra's Royal Armed Personnel, the PLA (A team of Bethan Memorial Brigade of the Third Division) gave a deadly blow to the RNA, killing one and half dozen of them and injuring more than 30. The clash erupted after the PLA  attacked the royal security troop at around 5:45 am that morning and lasted for nearly two hours. Clash occurred at Dapcha area in Kavre district (about 40 km away from capital Kathmandu and 1 km near form Bhakundabeshi Base Camp of RNA). Vicious gun battle with the Royal mercenaries ensued.

The statement issued by the Bethan Memorial Brigade of the PLA on 20th March afternoon said that  the casualty on the part of the royal army is much higher. They gunned down 20 RNA soldiers on the spot. The PLA has said that they have seized arms and ammunition after the clashes. According to the statement, "the PLA was able to capture modern automatic weapons including INSAS, three pieces of LMG, 52 magazines and 1302 rounds of bulletes, one piece of G-36 telescope fitted sophisticated modern folding rifle, 4 magazine and 105 rounds of bulletes, one piece of 2 inch mortar and its cell 9, eight pieces of INSAS rifles, 26 of its magazines and 1681 rounds of bulletes, two pieces of SLR, 10 if its magazines and 165 rounds of bulletes, 9 pieces of 36-Hand Grenade, one piece of communication equipment, 5 fighter bags and Rs. 1 thousand 7 hundreds and eighty six cash." Battalian Commander Com. Anish (Com. Chaturman Tamang, Sindhupalchock district) attained glorious martyrdom and another 5 PLA comrades were injured during the clash.The clashes took place just a day after the C.P.N (Maoist) and UPRC called off their six-day-long blockade of the capital, Kathmandu, and other district headquarters across the country.

Another vicious encounter took place with royal mercenaries on March 21th morning at Dare Chock area of Dhading district, west of Kathmandu in which more then one and half dozens of royal ranger forces were killed. However, 11 PLA comrades of Bashu Memorial brigade attained glorious martyrdom in the process. Unable to absorb their shameful defeat at the hands of the PLA on that encounter, the Fascist royal state and royal army have been spreading white lies and exaggerating the number of causalities suffered from the PLA.

In another commando raid, the brave PLA fighters torched heavy mine protected vehicals of RNA at Mising Khalte of Rautahat district on March 17. Meanwhile two royal policemen were killed in fresh clash at BP Chock, Gaur of Rautahat district on April 1. The clash site is 100 meters away from the District Police Office.

Similarly, reports from Sindhupalchok district said the PLA fighters and security personnel at Khadichour area of the district on April 5 after the PLA launched a team of royal security personnel. that was returning on foot after guarding a SLC exam center.

MILITARY ACTION ROCK THE EASTERN NEPAL

One of the most daring and surprise daylight successful military action in the form of commando attack took place at  the Area Police Office at Birtamod in eastern district of Jhapa at around 7:20 am on March 21. People's heroes the PLA fighters raid the police office and killed 14 royal policemen. The gun fighting lasted for about an hour. According to 1st division of the PLA many policemen were seriously injured during these clashes. The PLA managed to seize all arms and weapons. Two PLA comrades were martyred in the process.

Meanwhile, in separate PLA attack, one policeman was killed in Dharan, eastern beasiest town. More then two dozens policemen were injured during these clashes.

Similarly, on March 22, at least two Armed Police Force (APF) men were killed in clashes between the royal security personnel and the rebels in Urlabari of Morang district in eastern Nepal around 4:20 afternoon. The clashes took place as the STF of PLA fighters opened assaulted a group of security forces escorting a vehicle that was carrying cash from the Urlabari branch of Rastriya Banijya Bank.

 

At least two royal security personnel were killed in a clash when the PLA lunched the ward police office at Mujeliya of Janakpur on 24th March. Two other policemen were injured in the clash. They died on the spot when over a dozen PLA guerrillas fired at the office. Twenty-eight policemen were deputed at Mujeliya ward office. During the 15-minute-clash, which started around 4:45 pm, there was no casualty on the PLA side. According to the PLA, they have seized seven rifles and communications sets from the clash site.

Meanwhile, Janakchowk, a busy commercial center remained tense when royal policemen indiscriminately opened fire at the busy market at 7 pm on that evening. A staff of National Human Rights Commission, Daya Ram Pariyar (few days later he was died in the hospital) and one political activist sustained injuries during the incident.

Meanwhile, in a separate incident, the PLA rebels detonated powerful bombs at the office of Division of Roads in Charikot, the district headquarters of Dolakha, damaging property worth Rs.5 million on 19th March night.

At least one security personnel was killed in clashes between royal security forces and the PLA in Sarlahi district at around 7:00 am on March 30. One PLA palatoon commander attained martyrdom during the incident.

Similarly, six royal security personnel were killed on the spot and another six were injured after the PLA ambushed in Jhapa district in along the Mahendra highway at around 7:20 am on April 5.

 

BRUTAL AERIAL ATTACK IN SINDHUPALCHOWK

Butcher Company of Gyandendra's clique RNA launched an indiscriminate aerial attack on people and villagers at Thokarpa in Sindhupalchock district. At least 1 civilian and 2 PLA comrades were killed and many villagers were injured. Four houses of the locals were destroyed in the attack. 

 

DEMONSTRATION IN FAVOR OF NEPALI LEADERS

A mass demonstration and 'Dharna' programme was held on the campaign for the release of Nepali Maoist leader imprisoned in India at Jantarmanter in New Delhi, Indian capital under the banner of India-Nepal People's Solidarity Forum on March 31. Around 100 political activists from India and Nepal, journalist, human rights activists and intellectual personalities participated in that demonstration. It may be noted that more then 180 Nepali Maoist leaders and cadres including Com. Kiran (Com. Mohan Badhya), Com. Gaurav (Com. C.P. Gajurel) have been imprisoned since three years.

Campaign has been launched in favor of leader's safety and freedom. The programme was chaired by journalist Anil Chamadiya and conducted by journalist Ananda Swaroop Verma. After the demonstration programme small meeting was held. Speakers urged the Indian government to release all Nepali political prisoners currently languishing in Indian prisons. Bam Dev Gautam, CPN-UML leader  argued that India should unconditionally release all Nepali prisoners in the context of it supporting a negotiated settlement of the conflict in Nepal by "facilitating" the 12-point agreement between the Seven Party Alliance (SPA) and the CPN-Maoist.  Left analyst Hari Roka, ,  President of Nepalese People's Right Protection Committee Laxman Pant and human rights activist Gautam Naulakha, Raj Kumar Bhati, Arjun Prasad Singh spoke at there. 

 

TENS OF THOUSANDS DEMONSTRATE ACROSS INDIA

On the 9th April 2006, a massive demonstration was held in four metropolises (New Delhi, Chennai, Kolkota, Mumbai and Bhopal) around India under the banner of United Nepali Front eight agitating Nepalese Migrant Organisations and intellectual personalities. It is a first of it's kind as revolutionary organization and migrant organizations of Seven Parties Alliance and individuals despite their differences in political lines came together to support People's Movement in Nepal. Among them the biggest was in New Delhi where about 20,000 Nepali immigrants  had participated in that demonstration and demanding an end of autocratic monarchy and established democratic republic in Nepal. They chanted slogans, marched on the streets, and gathered at Ramlila Maidan. The program was chaired by Yadunath Pandey and conducted by Laxman Panta and welcome speech was delivered by Ramlal Kafle. During the programs, cultural groups also performed their songs and dances.

The mass meeting was addressed by ShivaRaj Gautam, President of All Nepal Farmer's Association (Revolutionary), CPN UML standing committee members- Bam Dev Gautam, J. N. Khanal and Sakti Lamsal, left intellectual. Similarly, many noted Indian leaders including Sitaram Yachuri – CPI (M), leader from CPI, D.P. Tripathi – Indian National Congress, leader from Samajbadi Party, Pravat Kumar – CPI (ML), Surendra Mohan, Anand Swaroop Burma, Vijaya Pratap, Dr. Aparna and many other prominent leaders and intellectuals addressed the gathering. Indian leftist and socialist leaders vowed their continued support for Nepali people and reject the 2-pillar vision theory of Indian government.
