PUBLISHER'S NOTE

This issue of the Bulletin is reaching to the readers after very long period of the past issue. We are very sorry for this inconsistency in publishing delay due to some internal and external causes of our struggle. But formal apology may not be adequate. We will try to fulfil our revolutionary duty in the days to come. However, as we know that it is an occasional bulletin up to now. We are very happy to inform you that International Department of C.P.N (Maoist) has taken an important decision to set it up monthly on the occasion of the glorious ten years of people’s war. We think it is our revolutionary responsibility to fulfil our promise.

At a time between ninth issue and now, there have been many political changes in Nepal. On the one side, hated fierce King Gyanendra and his company have wrested back all executive powers through a coup on February1, 2005, detained parliamentary parties’ leaders and smashed all fundamental rights of the peoples. Genocide King has blocked communication not only print and electronic media but also all types of telephone and Internet as well. Autocratic royal rulers have tightened their monopoly and they are not only repressing brutally the innocent people but also massacring the revolutionary's masses across the country. Through royal bullies and Mandale media, they have spread over fake rumour against people and Maoist revolutionaries continuously. Due to the royal repression, Nepalese people have been initiated resistance against feudal autocratic Monarchy system and shouted for democratic republic daily. The democratic patriotic and peace loving mass media men, lawyers, intellectual personalities jointly protest against royal regime and defend the full democracy and republic. On the other hand, revolutionaries' people shake hand warmly with each other in the light of peoples' war and new waves and new phases of mass movement have emerged. In such a political scenario of the country the sovereign rules of class struggle and inner struggle brought us in a crucial turning and forced us to take a historical decision and successfully handle the existing contradictions. At the very moment it was our forge to edify people by revolutionary weapons of MLM of 21^st century.

The historical plenum of central committee of the Communist Party of Nepal (Maoist), the glorious political representative of Nepalese proletariat, has recently concluded. It was a great triumph of a great order after a great disorder and also a great success to set forth a revolutionary line of world proletarian revolution of 21^st century. We know international revolutionary fraternity have a great thirst to know more about the decisions that we have taken recently. Issue ten trying to describe and deals above this matter and others.

News and Views

THE HISTORICAL MEETING CONCLUDED SUCCESSFULLY

The plenum of central committee of the Communist Party of Nepal (Maoist), the glorious political representative of Nepalese proletariat, was recently successfully concluded. While reactionaries were enjoying on the inner party debate and tried to employ "divide and rule" policy, the responsible leader of proletarian revolution were maintaining extraordinary unity in the party center by way of developing new height to its ideology, policy, plan and programs of world revolution. This historical meeting is the new initiation of new revolution on ideology and method. It takes up new initiative to resolve political crisis and contradictions prevailing in the country. The historical decisions taken by the historical meeting has published through press communiqué announced by Chairman Com. Prachanda on 30 November 2005 is as following:

"Thwarting all conspiracies and encirclements of the feudal autocracy, the plenum of central committee of the Communist Party of Nepal (Maoist), the glorious political representative of Nepalese proletariat, was recently concluded with a great success under the chairmanship of chairman comrade Prachanda. With historical determination of serving the proletariat class by maintaining unprecedented unity in the party center by way of rendering new height to its ideology, policy, plan and programs, and changing oneself according to the new ideas as to take up new initiative to resolve political crisis prevailing in the country, this press statement has been issued to publicize the essence of decisions of the aforesaid far-reaching meeting.

1) In the inaugural speech, chairman comrade Prachanda, putting forward a concept that it has been urgent to develop and transform oneself by way of new revolution in ideology, policy, method and working style to confront the challenges in and outside of the country, appealed the central committee members to change the whole party and oneself with a historical sacrifice. The message that it is not possible to confront the internal and external challenges unless new understanding and working style is developed by rupturing from the continuity of traditional understanding and working style was the main spirit of his inaugural speech. Following inauguration of the meeting, in this way, singing of the International humming the meeting hall. Soon after this, raising fist with silence sentimental homage was offered to entire immortal martyrs of the great people’s war, including the CCMs duo, comrade Sherman Kunwar (Vishal) and comrade Mohan Chandra Gautam (Kumar), the central counselor comrade Tejman Gharti (Dirgha), brigade commander comrade Jeet, V.C. comrade Basanta, comrade Jwar and comrade Dinesh, comrade Ramji, comrade Lokesh, who were martyred after the last CC meeting, and known and unknown martyrs in and outside of the country.

2) Chairman Comrade Prachanda presented a new document in the meeting. Discussing for several days in collective and formal and informal group division and with new exercise of democracy, the said document, with necessary amendments, was adopted unanimously. In the course of debate, all the comrades including Standing Committee members’ comrade Laldhoj and comrade Badal, who expressed consistency in one’s understanding on the idea, method and approach presented in the document and put forward serious self-critical review, put forward quintessential and emotional speech. In the same manner, when other PBMs and CCMs, who took part in the debate, presented their opinions, and when the chairman, along with his self-critical review and clarification, presented an ideological proposal of international significance in relation to revolution, counter-revolution and party leadership for a great debate in the party, it was felt that the whole central committee has touched an unprecedented height of ideological and emotional unity unexpected in the beginning. The essence of the said historical document is as follows.

a) In the first chapter of the document, the world situation, mainly the imperialism and the proletarian movement, has been reviewed. In accordance with that, an important preface that today’s globalized imperialism has caused some of the analyses of Lenin and Mao on the strategy of imperialism and proletarian movement to lag behind in the same manner as to how a number of Marx’s and Engels’ analysis of revolution in Europe, in the period of competitive capitalism, had caused to lag behind in the situation, when imperialism had developed till the First World War. Today, for the proletariat to resist the globalized imperialism a conclusion has been drawn up that the material base has matured more qualitatively than ever in the history to go forward towards the direction of new world revolution and people’s new world federation through the development of MLM by making new synthesis of the specificities of today’s imperialism. In this regard, a determination of going ahead to develop rational scientific ideology and strategy in the 21^st century by initiating ideological debate in the world level has been expressed in the document. This analysis has specifically attacked upon the mechanical and dogmatic thinking prevailing in the communist movement.

b) In the second chapter of the document, reviewing party’s political and military strategy, the new policy that has to be adopted in the new situation has been concretely discussed. Among them, mainly the policies on the necessity of co-work with parliamentarian political parties to bring an end to the feudal autocracy, the concept regarding interim government, constituent assembly and democratic republic, the concept regarding multiparty competition, party’s new resolve on fundamental rights, the concept regarding the peaceful political way out of the civil war, the concept of restructuring state power as to address concretely the problems related with class, nationality, region and sex under the democratic republic, review of the ceasefire, the new military strategy to be adopted against feudal autocracy etc. have been determined. In this chapter, military policy and conviction to fight till the last if the feudal autocratic elements obligate has also been clarified.

c) In the third chapter of document, the deviations and weaknesses that have started growing in the party have been criticized ruthlessly. Assessing the national and international objective reasons behind the deviations and weaknesses appeared on the questions of serving people and consolidating relation with them, the document has determined method and campaign to make revolution against one’s weaknesses. The fact that victory over deviation and weakness can be achieved only by way of pushing forward firmly the process of transforming oneself through great sacrifice and great debate and only in that way can the party play a leading role in the revolutionary transformation of the Nepalese society has been clarified.

d) In the fourth chapter of document, the past inner-struggle of party has been reviewed. In that review it has been clarified that the problem has been resolved by applying the scientific method of criticism and self-criticism and a number of doubts of the past have been cleared off. Taking lesson from the negative experiences of inner struggle that had become public and almost unhealthy, party has succeeded to apply new methods and new ideas to transform them into positive. It has also been believed that this experience and success will be helpful to triumph over the traditional thinking and style not only in our party but also the Nepalese communist movement and the world communist movement as well.

e) In the fifth and sixth chapter of document, respectively the review of the first plan of counter offensive and sketch of the future plan has been presented. In the summation of the first plan of counter offensive, in spite of several mistakes, weaknesses and failures it has been concluded that it was basically successful, while in the future plan the orientation of political and military program has been determined. In the political orientation, apart from emphasizing in our own initiative to mobilize masses and consolidate relation with people against the feudal autocracy, special emphasis has been given to develop relation by increasing interaction with the parliamentarian political parties. In military orientation, in the situation when the feudal autocratic elements have been adventuring to impose royal military dictatorship against Nepalese people’s aspiration of democracy and peace a new policy of ‘hitting at head by stepping on the back of enemy’ has been determined. For that purpose, the present structure of three divisions of the PLA has been proposed to develop into seven divisions.

3) According to the idea and sentiment of the adopted document, catching the spirit of advancing process of revolution against oneself, targeting to organize congress to achieve ideological synthesis in the 21^st century through a great debate, chairman comrade Prachanda, in order to provide comprehensive leadership till that period, proposed name-list of 33-membered organizing committee in front of 95-membered central committee. The name list proposed according to the concept of polite-bureau organizationally stepping down to central committee, central committee to regional bureau and accordingly each committee stepping down to one level were also adopted unanimously. In the concluding session organized at the last of the meeting, all of the speaker comrades honoring highly the great spirit of making revolution against one’s limitations and weaknesses expressed their confidence that the significance of new ideas adopted by the meeting and its far-reaching decisions will be established as a great proletarian sacrifice and ideal not only in the history of Nepalese communist movement but also the world communist movement. Finally, comrade Prachanda, putting a quintessential speech on the historical significance of the decisions taken in the meeting proposed to dissolve the central committee. Raising fist, the proposal of dissolving one by oneself also was adopted.

Finally the following slogans were chanted.

4) The meeting of the central committee elected as a congress organizing committee by the plenum of the old CC and held under the chairmanship of comrade Prachanda decided not to create any post in the central committee but to divide responsibility according to necessity and capacity only in line with the spirit of rectification and proletariat class. Accordingly, electing comrade Prachanda as the chairman, work division of all other members was decided to do as of central members.

5) According to the spirit of new document, wide changes have been made in other organizational structures of the party also. Organizing PLA in seven divisions, work division also has been done. Likewise, dissolving the present central committee of the united front as a working committee as to play a role of consolidating state and organizing broad national political conference a working committee has been organized. Party has assigned comrade Laldhoj and comrade Kanchha Bahadur to work as its coordinator and secretary respectively.

6) According to the idea and spirit of the adopted document, widely organizing and reorganizing different departments and fronts have done work division. Likewise, the new central committee has taken up a number of important decisions to raise movement in Terai. "

EXTENSION OF CEASEFIRE

With high regard and deep sense of responsibility towards the aspiration of democracy and peace of the Nepalese people, and with an objective of easing environment for the forward looking political way out, is going to end today, CPN (Maoist) has extended the period of ceasefire for one month. According to the party “the process of ceasefire made possible today to sketch a bright picture in the direction of resolving political crisis prevailing in the country by establishing a far-reaching agreement among all the political parties including ours." CPN (Maoist) assured that whether the present practice of the autocratic feudal elements persists, our party, clarifying the fact that it would not be possible to continue ceasefire.

On behalf of the party central committee, Chairman Com. Prachanda heartily appeals to entire political parties, civil societies, intelligentsia, media and masses of the people of all class, nation, region and sex to make the movement more powerful and wide against royal regime and requests the international organizations, institutions, forces and the masses to raise voice in favour of the Nepalese people. Full text of the press statement by Chairman Prachanda published on 2 December 2005 is as following:

"The period of ceasefire that our party had declared for three months, with high regard and deep sense of responsibility towards the aspiration of democracy and peace of the Nepalese people, and with an objective of easing environment for the forward looking political way out, is going to end today. In order to abort this ceasefire, which had gained wide support of the people from the national and international level as well, the absolute monarchy and its so-called royal army continued murder, terror and conspiracy all across the country. As the latest link of this process, the ‘royal’ army, by means of helicopter attack, murdered Kim Bahadur Thapa (Sunil) too, a responsible and popular comrade of our party and the people’s liberation army. In spite of these dreadful sabotage, murder and terror our party and the people’s liberation army, paying high price, persevered in ceasefire and carried out its responsibility towards democracy and people.

This process of ceasefire made possible today to sketch a bright picture in the direction of resolving political crisis prevailing in the country by establishing a far-reaching agreement among all the political parties including ours. As a consequence of this agreement, a new self-confidence among the people and a new wave of movement against the absolute monarchy is coming forward in the country. This new situation developing in the country is also polarizing the international organizations, institutions and forces in a new way in favour of the Nepalese people.

It is in itself a culmination of irresponsibleness of the ringleaders of autocracy to have a long visit to Africa in a shameful and mysterious way and try to confuse the world by a drama of municipal election, by ignoring the political crisis existing in the country and instructing to sabotage and conspire against the positive events developing in recent times.

In spite of the aforesaid situation, by which the autocratic feudal elements are compelling us for military resistance, paying serious attention to the overall political situation of the country and positive demand of entire pro-democracy and pro-people forces in and outside of the country, our party has decided to extend the period of ceasefire for another one month. Our party believes that this decision, along with additional help to advance the movement for democracy and peace against the absolute monarchy, will provide a new momentum to the process of finding a political way out through constituent assembly. If the present practice of the autocratic feudal elements persists, our party, clarifying the fact that it will not be possible to continue ceasefire, heartily appeals entire political parties, civil societies, intelligentsia, media and masses of the people of all class, nation, region and sex to make the movement more powerful and wide. In addition to this, our party requests the international organizations, institutions, forces and the masses to raise voice in favour of the Nepalese people.

SHORTS NOTES ON 12 POINT UNDERSTANDING

While Communist Party of Nepal (Maoist) has historically concluded the plenum of Central Committee, the glorious political step forward has held in Nepal. CPN (Maoist) and seven parliamentary parties have reached in some understanding for fight against old fierce autocratic regime and establishing full democracy and peaceful republic of Nepal. It is a great achievement for new political system in Nepal. The long struggle between absolute monarchy and democracy in Nepal has now reached in a very momentous and new turn.

Maoist revolutionaries and parliamentary parties are agreed on implementing the concept of absolute democracy through a forward-looking restructuring of the state has become an inevitable need to solve the problems related to class, caste, gender, region etc of all sectors including political, economic, social and cultural, bringing autocratic monarchy to an end and establishing absolute democracy. The 12 points understanding is a devastating blow to old regime Gynendra and his butcher company. It is breaking the existing political confusion and darkness, has provided people a torch in their hand and it will go on blazing till the autocracy turns into ash.

Chairman Prachanda assured that it represents a preliminary political step but a step of far-reaching significance towards the direction of building up a broad democratic front against autocratic feudalism in the country. It is a historical success of flexible tactic, which has concluded by recent CC plenum.

The understanding reflects some important achievements: the parliamentary parties have significantly signed up on against autocratic feudalism in the country by building up a broad democratic front. They are agreeing to establish democratic system through the election of constitution assembly and transfer state power completely to the people. In understandings no 2 "The seven agitating parties are fully committed to the fact that only by establishing absolute democracy through the restoration of the Parliament with the force of agitation, forming an all-party government with complete authority, holding elections to a constituent assembly through dialogue and understanding with the Maoists, can the existing conflict in the country be resolved and sovereignty and state power completely transferred to the people. It is the view and commitment of the CPN (Maoist) that the above mentioned goal can be achieved by holding a national political conference of the agitating democratic forces, and through its decision, forming an interim government to hold constituent assembly elections. An understanding has been reached between the agitating seven parties and the CPN (Maoist) to continue dialogue on this procedural work-list and find a common understanding. It has been agreed that the force of people's movement is the only alternative to achieve this."

Similarly, parties and Maoist revolutionaries are also harmonizing as that "the country has demanded the establishment of permanent peace along with a positive solution to the armed conflict. Therefore, we are committed to ending autocratic monarchy and the existing armed conflict, and establishing permanent peace in the country through constituent assembly elections and forward-looking political outlet. In this very context, an understanding has been reached to keep, during the holding of constituent assembly elections after ending autocratic monarchy, the armed Maoist force and the royal army under the supervision of the United Nations or any other reliable international supervision, to conclude the elections in a free and fair manner and accept the result of the elections. We expect reliable international mediation even during the dialogue process."

RED SALUTE! COM. SUNIL

The royal army at Jinabang in Rolpa District has killed Com. Sunil alias Com Kim Bahadur Thapa, division commander of Peoples Liberation Army and mass popular leader on 29^th November 2005 at 5 P.M. caused by blind firing from helicopters of the so-called royal army upon the cadres of PLA, who were taking political training on the new decisions of Party centre. In addition to comrade Kim Bahadur Thapa, Comrade Nirmam, another promising youth from Salyan and a battalion vice-commander of the PLA, has also been martyred from that blind firing. All people were deeply shocked by the news of martyrdom of Com. Sunil and Com. Nirman. This is a great loss of the Party and PLA. It is our revolutionary duty to pay our heartfelt condolence red homage to our beloved Comrade.

Communist Party of Nepal (Maoist) condemning this cowardice crime of Gyanendra Shahi and his goons with hatred and wrath, and declaring them great martyrs, who sacrificed their lives to materialize the aspiration of democracy and peace of the Nepalese people, pays emotional homage to them. Along with this, party expresses heartfelt condolence to their bereaved family members.

Party Chairman Com. Prachanda, in a public statement issued on November 30 (see the full text below) would like repeating its determination to going forward more firmly and responsibly in order to fulfil the aspiration of democracy and peace of the Nepalese people. Our great party will never deviate from its historical duty by such provocative activities of the feudal murderers. Full text of press statement:

"Our whole Party, People’s Liberation Army and masses of the people have been shocked by the news of martyrdom of comrade Kim Bahadur Thapa (Sunil), the ex-member of our CC, division commander of the PLA and a popular leader of Rolpa, caused by blind firing from helicopters of the so-called royal army upon the cadres of PLA, who were taking political training on the new decisions of Party centre, the agreement reached with political parties and the ceasefire, at Jinabang in Rolpa, bordering Salyan, at 5 PM in the evening yesterday. In addition to comrade Kim Bahadur Thapa, Comrade Nirmam, another promising youth from Salyan and a battalion vice-commander of the PLA, has also been martyred from that blind firing. The royal killers, who were forced to flee away from Gurassay, Salyan facing PLA’s resistance in the afternoon, had carried out that severe crime in the evening at Rolpa. Our party, condemning this cowardice crime of Gyanendra Shahi and his goons with hatred and wrath, and declaring them great martyrs, who sacrificed their lives to materialize the aspiration of democracy and peace of the Nepalese people, pays emotional homage to them. Along with this, our party expresses heartfelt condolence to their bereaved family members.

The feudal autocratic elements are stepping up provocative activities of killing, disappearing and terrorizing the unarmed cadres to disrupt the three-month ceasefire our party had declared in favour of democracy and peace, like they had, by designing Dorambha Massacre during the last negotiation, played a role to disrupt dialogue. In the particular context of today, when the period of ceasefire is going to end and we are inclined to extend it further, when an agreement has been reached among political parties towards the direction of democracy and peace and when our party is very seriously and flexibly enhancing interaction with different international organizations, institutions and forces, the autocratic feudal elements are intensifying military terror all across the country. The murder of comrade Kim Bahadur Thapa and comrade Nirmam is the latest link of this terror. These incidents have further clarified the fact that the feudal palace and its backers are not in favour of democratic way out and peace but are in favour of idiotic adventure to defend their autocracy by slaughtering the Nepalese people.

At this moment of anguish, our party would like repeat its determination to going forward more firmly and responsibly in order to fulfil the aspiration of democracy and peace of the Nepalese people. Our great party will never deviate from its historical duty by such provocative activities of the feudal murderers. At this sensitive moment of Nepalese history, our party appeals all the political parties, civil societies, intelligentsias and the broad masses to create a storm of united movement in order to change Nepal into a democratic, peaceful and prosperous country by wiping out the medieval feudal autocracy forever. A handful of feudal murderers will never be able to stop people’s historical initiative and the fall of autocracy and people’s victory is definite. Our party, in this occasion, heartily appeals the pro-people political forces, organizations, institutions and justice-loving masses the world over to raise voice and line with Nepalese people more broadly by divorcing relation of all kinds with the autocratic feudal old state, which has become a scourge against the aspiration of democracy and peace of the Nepalese people. Nepal is at the threshold of democratic republic. No dictators will be able to stop its victory."

HEARTFELT CONDOLENCE TO COMRADE SHERI

Comrade Shamsher Singh Sheri, alias comrade Sher Shing Sheri, alias com. K.S., a Central Committee and Polit Bureau member of Communist Party of India (Maoist), has passed away from us by dangerous diseases Cerebral Malaria-Jaundice. He attained martyrdom on Oct.30, 2005. It is not only a great loss of CPI (Maoist) but also a great loss of the whole proletarian’s revolution. The untimely demise of comrade Karam Singh has caused a serious loss to the ongoing revolutionary struggles in India and the world as well. We are deeply saddened to hear the untimely demise. It is our revolutionary duty to pay homage and heartfelt condolence to our beloved comrade.

Sixty-three years old com. K.S. popularity had spread as a veteran communist leader in entire South Asia. He was in favour of RIM and always tried to uphold the red banner of RIM. He played a vital role in formation and development of CCOMPOSA, which came into existence in 2001, being a leader of RCCI (Maoist). The dynamic role he played to form MCCI, by uniting MCC and RCCI (Maoist) in the early 2003, and the CPI Maoist) by uniting MCCI and CPI (ML) (PW) in 2004, deserves special mention. He was devoted whole of his life for the cause of proletariat and oppressed people in India and the world as well.

At the time of the grief, CPN (Maoist) would like to express deep condolence to CPI (Maoist), comrade's family and all proletariat and revolutionaries in India. On behalf of the party, the Communist Party of Nepal (Maoist), the People’s Liberation Army under the party leadership, people’s powers and the entire revolutionary masses of the people in Nepal, Chairman Prachanda would like to share grief with the CC of the CPI (Maoist), its entire rank, the PLGA, Indian revolutionary masses and his relatives, friends and family. "Although the process of generating leaders of his calibre is painstaking and long, I am confident that the CPI (Maoist) will be able to meet the challenge, created by his untimely demise, and fill up this gap in the course of correctly applying dialectical and historical materialism in the two-line and class struggle in India." Com. Prachanda would like to pledge that the internationalist red flag of MLM, he had upheld, shall never be let to bow down and his adored dream of establishing socialism and communism the world over shall be accomplished.

Meanwhile, Central Committee (Provisional) CPI (Maoist) published condolence statement and greatly shocked by learning the unexpected and unfortunate news of the demise of comrade Karam Singh (KS) alias Sher Singh Sheri, the beloved and regardful veteran leader of the Party in the morning of 30^th.october 2005. "It is a very sad day not only for our Party, but also for the entire revolutionary camp of the country." The newly formed CC (P) lost one of its invaluable leaders who had contributed for its very formation. "Our CC (P) shares the grief with the Punjab State Committee, all the comrades, his family members and friends and the entire revolutionary camp, and deeply condoles to all of them."

"CC (P) on behalf of the entire Party; Central Military Commission (CMC) and the entire PLGA; all the organs of revolutionary people’s democratic power; all the revolutionary and democratic mass organisations; all the revolutionary sympathisers and masses of our country bow our heads humbly and pay red homage to our beloved leader comrade Karam Sing."

Co-ordination Committee of Maoist Parties and organizations Of South Asia (CCOMPOSA) expresses its heartfelt condolence at the sudden and unfortunate demise of dear Comrade. "It saddens our heart to have lost a great revolutionary who always strived to uphold the principles of M-L-M." His active participation in the effort to unite all revolutionary forces of South Asia is exceptional and unforgettable. He firmly and genuinely believed in the necessity of ideological and political unity of all revolutionary forces and the unity of all workers of the world to fight against all the reactions, feudalism and imperialism.

Similarly, Revolutionary Internationalist Movement sent condolence letter to CC (P) CPI (Maoist) and heartily expressed Comrade Sheri's struggled over many decades in the glorious cause of communism. "He was well known to us as a comrade with a thoroughgoing proletarian internationalist orientation. At a time when the challenges and opportunities are intensifying all over the world, there is a clear-cut need for communists leaders to be bold in fighting for Marxist-Leninist-Maoism and to learn from and engage with the understanding and experience that emerges from all corners of the world. Comrade Sheri is a fine example of this."

At this moment of sorrow, Communist Party of Iran (MLM) for entire Central Committee were also deeply shocked by the news of passing away of Com. Sheri. "This is a great loss for CPI (Maoist) as well as the international communist movement." BLOODY MASSACRE BY BUTCHER RNA

Vicious Gyanendra's Army killed dozens of innocent people and injured more than twenty in Nagarkot, near Kathmandu valley at midnight on Wednesday 14^th December when people are praying in indigenous festival. It was the continuity of civil massacre done by royal army. People are very much distressed by the news that the fascist Gyanendra regime massacred people.

Civil society, political parties, human rights activists and intelligentsia have condemned that massacre and raise their voice against royal military fascistic behaviour. It is a crime against humanity. Our party also condemned those contemptible acts of cold-blooded murder. On behalf of the entire party, spokesperson com. Krishna Bahadur Mahara would like to express emotional sympathy and deep condolence to victimized family. He issued press statement on bloody massacre by insanity RNA and said that the party believed that Nagarkot massacre is the extreme terror and insanity of royal regime. Killing of innocent people, rape, and extortion, etc, are the widespread nature of royal regime's insanity bravery. They showed nude bloody exhibition in Nagarkot. "At these sorrow moment, we would like to appeal once again that great tough turbulent struggle is necessity against royal regime", he added in the statement.

INTERVIEW WITH CHAIRMAN PRACHAND

(It is an exclusive interview with comrade Prachanda taken by Janadesh weekly is given here. We hope it will help to understand the present political situation of the country and the development of people war as well)

Q. 1: – Party has announced that it has extended the three-month’s period of unilateral ceasefire for another one month. What does it signify, what is its justification?

A: - The significance and justification of ceasefire for additional one month underlies in further clarifying party’s sense of responsibility and conviction towards people’s aspiration of democracy and peace, consolidating political intervention against the absolute monarchy, creating more suitable environment to implement the agreement reached with parliamentarian political parties and showing high regard to the demand and sentiment of pro-democracy and pro-peace national and international organizations, institutions and forces. Wave of welcome and support witnessed in favour of this announcement in and outside of the country has already proved its political justification in practice.

Q. 2: - It has been felt everywhere that the royal army has provoked to break off ceasefire by killing, through air attack, comrades including comrade Kim Bahadur Thapa (Sunil), the division commander of the PLA and a popular leader of the party, in Jinabang Rolpa at the last hour of this ceasefire in the way they did during the period of second negotiations by instigating Dorambha case. At odds with it, how will the entire cadres and masses of the people understand party’s extension of ceasefire?

A: - Nepalese people’s war has been initiated, carried on and developed by way of maintaining basic balance between political and military intervention. The old feudal power and its army has been always trying to make party’s political offensive ineffective through provocative military attacks. But, experience of all the past events has proved that such military offences had ultimately become counter-productive to the feudal power itself. The Dorambha massacre that was conspiratorially instigated when the dialogue was going on not only elucidated party’s political victory and enemy’s defeat but also it prepared base and justification for new offences from our part. Now, during the whole course of ceasefire, in general, and later, arriving till the murder of comrade Kim Bahadur Thapa (Sunil) in particular, the enemy has been repeating Dorambha massacre from a new level. What has to be understood clearly here is that the correctness of party policy is hidden in how not to let autocratic feudal elements fulfil their plot but to let the masses achieve their desire. The enemy is conspiring to justify its military dictatorship by forcing us to break off the ceasefire soon. But, against enemy’s design and plan, the party, by extending ceasefire for one month, has taken up a policy of carrying the struggle forward consistent with its own plan by educating the broad masses politically. We are confident that the whole cadres and masses will understand the correctness of our policy exactly in this way.

Q 3: - Comrade Chairman, it sounds from your statement that it will not be possible to extend ceasefire after one moth. Does it mean that ceasefire will break off after one month? Or, in which situation the ceasefire need not be called off?

A: - It has been clarified in our party statement that it will not be possible to go on with ceasefire if the feudal element continues military terror. It means it is to teach the masses that whether or not the ceasefire breaks off lies in the hand of feudal elements. The ceasefire can continue forever if an environment is built up to transfer sovereign right to the masses by opening up a way to go forward to the democratic republic by means of a broad national political convention, interim government and the election of constituent assembly. Our will has been not to break off ceasefire but to find a forward-looking political way in a peaceful way. But, if feudal power and its military terror continue as of now, there will be no other way left before the party and the masses than creating a forceful rebellion and storm of resistance against them by calling off ceasefire. Now the ball is thrown into the court of feudal and their counter throw will decide the game ahead. The crux of our policy is to remain prepared for any worst situation.

Q 4: - It has been observed that the 12-point understanding reached between seven parliamentarian political parties and the CPN (Maoist) has acquired wide support in and outside of the country. How are you estimating the upcoming political events to take course?

A: - The 12-point understanding reached between seven parliamentarian political parties and ours is the end result of conscious interactions and the demand of political events developing in the country. It represents a preliminary political step but a step of far-reaching significance towards the direction of building up a broad democratic front against autocratic feudalism in the country. Therefore, it is obvious for it to acquire a wide political support from the real pro-democratic and pro-peace individuals, organizations, institutions and forces in and outside of the country. As the first political result after the said understanding, new confidence and energy appeared in the anti-monarchical movement of the people has already been manifested in the programs of different political parties. In our opinion, the development of the upcoming political events will take place on the way to complete defeat of the feudal autocratic monarchy and inclusive victory of people’s democratic aspiration. No one will be able to put a stop to the democratic aspiration of Nepalese people of the 21^st century. The 12-points understand, breaking the existing political confusion and darkness, has provided people a torch in their hand and it will go on blazing till the autocracy turns into ash.

Q 5: - After the 12-point understanding, some of the political analysts have also started to explain that Maoists are prepared to join peaceful political stream and accept ceremonial monarchy. What is the real political essence of that agreement according to the standpoint of CPN (Maoist)?

A: - Definitely, the 12-point understanding has become like a blind man feels an elephant for some political analysts. That we are prepared to join peaceful political stream or accept constitutional and ceremonial monarchy shows the only fact that those people, who have concluded this, do not at all understand the political essence of 12-point understanding. The political essence of 12-point understanding is not to seek understanding with monarchy but to raise struggle against it; this is the first point. Second, our resolve to go forward peacefully in a new political stream that comes through the election of constituent assembly and reorganization of army in compliance with its result is the conviction expressed in 12-point. That we are trying to give in, give up or bring arms to a halt and join the prevailing so-called political stream, there can be no bigger fun with facts than this. Definitely, we are for a peaceful and forward looking political way out. But, it will never be tolerable to our party and the people to absolutely legitimise the autocratic feudal monarchy and its royal army. It is only to misunderstand the spirit of agreement to understand or explain in that way.

Q 6: - Royalists are vigorously propagating that the agreement has weakened the national aspect, while some of the people within left circle have raised doubt on it. How would you assure the patriotic masses on it?

A: - In the 12-point understanding, one of the clauses has put forward, with solemn importance, a clear-cut concept regarding the real nationalism against Mandale nationalism and the foreign policy that has to be adopted in the geo-political situation of Nepal. In order to flourish the Nepalese national unity, a concept that has to address right of the masses of the people of all class, nationality, region and sex has also been clarified in the opening of 12-point. In this backdrop, it is understandable to oppose understanding from the angle of Mandale nationalism (which has been historically proved that it is national betrayal from both internal and external sense) by the feudal royalists, based upon Hindu high caste chauvinism. Contrarily, echoing the Mandale nationalism, to have doubt by a number of self-proclaiming left persons has been an inconceivable surprise for us. History is very much unkind and it obligates all the hidden Majhis and Lendupes to surface nakedly in its course of history. We think the development of Nepalese political events has eased to single out who is real and who is false friend of the people. Nationalism and democracy are inseparably complementary to each other. The nationalism without democracy is equally phoney as the democracy is without nationalism. In the context, when this question has been clarified in the agreement paper, it is historical duty and right of the masses of all class, region, sex and nationality to become alert towards Mandale nationalism and struggle hard against its anti-national essence.

Few people have ridiculously and shamelessly gone to side with feudal palace and royal army by doubting the important provision proposed against the feudal military dictatorship that in the course of constituent assembly election both the people’s liberation army and royal army could be kept under the UNO or a trustworthy international supervision. What we believe is that the great Nepalese people have acquired adequate consciousness relating to nationalism amid intense political struggle for decades and will never be confused with Mandale nationalism. Now, in order to establish a historical foundation of strong national unity the peoples of all nation, region, sex and class will unitedly come forward to wipe out forever the feudal autocracy, the backer of Mandale nationalism.

Q 7: - It has been clearly observed that the movement against absolute monarchy has acquired a new momentum after the Parliamentarian-Maoist agreement. What policy, plan and proposal the CPN (Maoist) has to make this new momentum reach to a logical conclusion by making it further unified and forceful?

A: - The anti absolute-monarchical movement has naturally acquired new energy and momentum because an agreement according to people’s desire has been reached after a long effort. Much more has to be done to make this movement reach to a logical conclusion of its development. For that, our party thinks all the political parties, which have reached in agreement, should issue a joint statement addressing the people, do away with the difference in the immediate slogan existing between seven parties and ours, embark on to required interaction and homework to raise this existing agreement to the level of united front and initiate wide discussion on the nature of future state structure. Our party will stress to organize broad mass mobilization and people’s resistance against the political machinations that, in the new situation, may come about from the absolute royalists; and collaborationist and capitulationism trends from the movement.

Q 8: - It has come to knowledge that the recently concluded central committee meeting of the CPN (Maoist) has taken up some decisions of far-reaching significance and this meeting has become a milestone in the history of the Nepalese communist movement. Would you please shed light on those important decisions as to make the general masses understand?

A: - The recently concluded central committee meeting of our party and essence of its decisions have already been publicized. Our party has perceived that the central committee meeting has taken up far-reaching decisions in the field of ideology, politics and organization as well. In the field of ideology, the central committee has attempted to draw a strategic outline of the world revolution based on the analysis of today’s world situation and mainly the new analysis of globalise imperialism and proletarian movement and has succeeded to present a totally new concept in relation to leadership and accomplishing revolution and preventing counterrevolution. The new concept in relation to the new strategy of world revolution against imperialism and the leadership has, by taking lessons from the positive and negative experiences of the 20^th century, established a concrete foundation to scientifically and courageously face the challenges of developing MLM in the 21^st century.

In the field of politics, it has made a qualitative leap in the concept regarding political and military strategy and tactic established in the 20^th century. According to this, it has emphasized to develop a new strategy consistent with new ideas by attacking on the thinking, which mechanically adopts a definite model of political and military strategy. Now, the party is attempting to implement that new strategy.

In the filed of organization and style of functioning, the central committee meeting, by initiating new revolution against one’s limitations and weaknesses, has determined concrete policy, plan and program to consolidate people’s relation in a new basis.

On the basis of aforesaid concepts, today our party has been unified and centralized more than ever before in the history. In the context of the history of Nepalese communist movement that used to be entrapped into a series of divisions and liquidations instantly after the emergence of a few differences in the party, the ideas and decisions of our central committee that has succeeded to reunite even after publicizing the internal differences will certainly be proved to be a new milestone in the history of the communist movement.

Q 9: - The party that had reached to the edge of split is said to have reached ideologically, politically, organizationally and sentimentally to a new height of unity after this meeting. How was it possible and could you let us know on what the main bases of this are.

A: - While trying to resolve new problems and challenges, to which the development of movement creates, with old organizational ideas and style of functioning, the communist parties the world over have been falling prey to split, liquidation and failure. The main philosophical reason behind such failures has been to uphold dialectical materialism mechanically and metaphysically. New problem is not a thing that is possible to resolve by means of old idea and style of functioning. The idea, policy and plan of the document put forward now in the central committee of our party presented a new outline to resolve problems in a completely new and an objective way. Secrete behind this success, by which the central committee has made the unity reach to a new height, in the party that was at the threshold of split is hidden in this originality and newness of idea, policy and plan. In other words, it can also be said that an environment of unprecedented unity and confidence developed in the party right after our central committee put forward, from an objective angle, a scientific concept to struggle against the unhealthy, unscientific and subjective struggle, which, in the communist parties, used to be waged from self-centred individualist and factionalist angle in the name of two-line struggle. We think the experience of unity acquired now will be an important lesson not only for our party and Nepalese communist movement but also for the world communist movement.

Q 10: - The relation between comrade chairman and comrade Baburam Bhattarai seems to have been time and again at the centre of inner struggle inside the party. Is this the reality? What is the situation of that relation now?

A: - It is natural that the centre of inner struggle in the party, as the epicentre of an earthquake, remains within the supreme leadership rank. But, the result of mechanical, subjective and self-centred outlook dominant in the party, as mentioned in the previous question, was the reason behind which chairman comrade Prachanda and Baburam Bhattarai were seen at the centre of two-line struggle in the party. Now, when the central committee meeting bringing about revolution in that thinking inspired to understand the problem of inner struggle from the objective angle then the situation in which comrade Prachanda and Baburam Bhattarai used to be seen always at the centre came to an end. All the responsible comrades, including comrade Prachanda and Baburam Bhattarai, felt relieved as if, the new understanding had loosened the knot tightened since long years and freed from a heavy burden or as if an old tumour had been operated. Naturally, this new understanding and burdenlessness resulted in deep contentment to comrade Prachanda and comrade Baburam Bhattarai themselves, who used to be pulled always into disputes. This satisfaction, which has been erected upon the foundation of an objective understanding, is the base of higher level of ideological and sentimental unity established among comrade Prachanda, comrade Baburam Bhattarai and other responsible comrades.

In fact, the inner struggle that was conceived of as a struggle between comrade Prachanda and comrade Baburam Bhattarai since long was not true. The truth is that the struggle had been going on between different trends and their representative actors. In the backdrop, when there was a mechanical, self-centred and subjective tradition of understanding inner struggle in the communist movement, a tendency, by which one used to self-satisfy by colouring the discussions taking place constantly between main and established leaders as the inner struggle, has also played a role in it. As the central committee attacked pointedly upon those weaknesses, a new confidence with one another and a scientific base of unity has strengthened now.

Q 11: - It has come to knowledge that party has developed and extended its international relation significantly since some time before. Could you enlighten it?

A: - International relation the party has developed will open up with the lapse of time and right now I don’t think appropriate to talk more of it.

Q 12: - Anything more you need to say?

A: - Today our country is at a serious turning point of the history. In this situation I would like to heartily appeal the entire democratic forces and the broad masses to take on a front from their respective places united against the autocratic monarchy to build a new Nepal.
