The US imperialists, which are the biggest and most ferocious terrorists of the world, have declared our two parties, Maoist Communist Centre of India (MCCI) and the Communist Party of India (Marxist-Leninist)(Peoples War) - CPI(ML)(PW), as terrorists. Last year they also declared the Communist Party of Nepal (Maoist) -CPN (Maoist) which is leading a massive people’s war in Nepal as "terrorist". They have taken this step at such a time when our two parties are keenly engaged in carrying on and advancing the protracted people’s war in India against imperialism, particularly US imperialism and its agents Indian ruling classes, when our parties are on the threshold of developing our PLGA/PGA and the guerrilla zones/guerrilla bases into a full-fledged PLA and red political base areas respectively in Jharkhand, Bihar, Andhra, Dandakaranya and the adjoining areas and when the unity process between our two parties is advancing. We have achieved these successes by resisting the enemy’s "encirclement and suppression campaigns", no doubt with the active support and participation of the people. Against this overall back-drop this out-cry of the US imperialists is clearly the result of their desperation. It also indicates that the spectre of communism, which they mischievously declared as dead, is still haunting them.

At the same time the people of the world clearly know that the recent war mongering steps of the US imperialists have caused a horrendous situation in the world. Using the 9/11 event as a guise they firstly launched the most aggressive war against Afghanistan. Thereafter they further launched another ferocious aggressive war against Iraq and occupied it with their military might. Going further, they started shouting "regime change" in many countries with the gangsters’ logic of "preemptive strike". They deployed their blood- thirsty military forces in many a new place. They started trampling under foot all the established international conventions and norms. In a word, they declared a most sinister war against the world people in a Hitlerite pattern for establishing their own uninterrupted rule all over the globe. All these recent events are a clear proof that they themselves are the biggest terrorists in the world today, certainly not our two parties. Hence their out-cry of declaring our two parties as terrorists not only nakedly express their gangster logic but also markes a new set up example of direct interference in the internal affairs of India. Moreover, this is an outrageous threat against the people of India including the ranks of our parties and the PLGA/PGA. Hence it is also a new challenge before them.

But there is also another side of the situation. The people of the whole world, including the US people, have already expressed their fierce wrath against their war mongering designs on a massive scale, rarely witnessed in recent world history. Because of the mounting resistance of the Iraqi people they are increasingly caught in the quagmire. The horror of the Vietnamese people’s resistance has started intensely haunting them in Iraq, including Afghanistan.

But all the parliamentary parties including so-called left parties like the CPI, CPM and Liberation have kept their mischievous silence over this heinous step of the US imperialists. Not only the outgoing BJP led NDA government but also the leaders of the incoming Cong-led so-called progressive government have also not opened their mouth.

The outgoing NDA government had already brought forth the most draconian law POTA to suppress our movement at the dictates of the US imperialists. They not only declared our two parties as banned but also established a joint operational command comprising nine states with the ulterior motive of exterminating the surging protracted people’s war led by our two parties.

Our two parties have been fighting for the liberation of the Indian people from the clutches of imperialism. particularly US imperialism and its agent comprador bureaucratic capitalists and feudal classes; no doubt with the active support and participation of millions of the Indian people. Hence our protracted people’s war is clearly political and just. Moreover, millions of the people of our country and the South Asian countries including the people of the world are already on our side and our support base is increasingly expanding. The US imperialists have no right to call us "terrorists". Their outcry will no longer carry any weight before the Indian as well as the world people. The whole of our ranks and the ranks of our PLGA will definitely carry forward the advancing people’s war towards achieving our primary and immediate task of establishing the full-fledged PLA and the Red base areas by exercising their creative energies.

The CC of the MCCI has taken a serious note of this nakedly threatening step of the US imperialists and hence very strongly condemns and denounces it. The CC also thinks that if the US imperialists do not desist from taking such steps and arrogantly try to move forward like a top gangster by directly interfering in India or Nepal or in both the countries with their sanguinary military might, then the people of both our countries, including the people of all the South Asian countries will definitely come forward in their millions more forcefully and give them a befitting reply. Just like the Vietnamese people and even going beyond, they will leave no stone unturned to burry them in this soil itself. Then certainly the people of the whole world, including the US people, will more earnestly and openly take our side. Lastly, the central committee of the MCCI calls upon our ranks and the ranks of the PLGA and the Indian people, including the people of the whole South Asian countries and the world at large, to come forward more energetically to condemn, expose and oppose this outcry of the US imperialists. The road to advance may be bit more tortuous for them but the future is certainly bright more than ever.
