RED SALUTE TO THE HEROIC FIGHTERS OF ASSAM !

Great Comrades of Assam,

In January 2004 in the revolutionary land of Assam, by attacking state machinery and forcing the enemy to surrender you have effectively succeeded in the fight for seizure of arms. In the perspective of our central, principal and immediate task of building people’s army and base area and advancing the on-going protracted war in India, this Struggle has assumed great importance and meaning. This fight is also more important in terms of intervening in the nationality struggles through independently advancing the agrarian revolutionary guerilla struggle. They could be won-over to revolutionary class struggle and a solution to nationality problem may be produced, i.e. this fight is also more important in the field of properly implementing the nationality related line of the MCCI. From the very beginning of our party, its beloved founder leadership prepared a war plan for the whole of India, under that planning they selected the north-east as a very important area for their work and attempted to build army and base areas there from the very beginning, if we see the fight in this perspective, then this fight also has great historic importance. Definitely your fight is signaling a great leap in the direction of fulfilling the long cherished aspirations and dreams of our party and its founder leaders. Our central committee heartily welcomes this fight keeping in view the above perspective, and offer hundreds of Red Salutes from the core of our hearts and with warm hands to the comrades whose hard working, determination and untiring attempts made this a great success, and to the fighters and militant people working in LRGS and People’s Militia of PLGA under the leadership of Lower Assam Zonal Committee.

Comrades, this heroic fight has opened the doors of new possibilities of advancement of the work of building people’s army and base areas in the whole of northeastern India. In this situation, we are sure and quite confident that the comrades of armed organizations and people’s organizations under the leadership of Lower Assam Zonal Committee and the committee itself while fully utilizing these possibilities expand the advance of agrarian revolutionary guerrilla war in northeastern India, will speedily step forward in the direction of fulfilling the historic task of building People’s Army and Base Areas in the area of such a great strategic importance in India and will put in their whole energy in this task.

Our Central Committee has seriously discussed the situation of your area and particularly the situation after the struggle and the possibilities arising out of this and it reached following conclusions:

(i) This fight has created a great stir among the people and cadre and there is great increase in the initiative of them. First of all using this situation the organizational position is to be consolidated further in all areas there. That means, at least up to the sub-zone area level, party committees must be formed in every sphere of work under the Zonal Committee, or where these are already working, it is necessary to reorganize them. Comrades must have to keep in mind that party building is a fundamental and one of the first tasks of our party and it is impossible to advance the war unless we have been able and prompt party organization at each level.

(ii) There should be qualitative and quantitative change in the LRGS of PLGA and more and more people’s militias and self-defence squads are to be formed as its basic units.

(iii) While forming committees at every level of Krantikari Kisan Committee, units of other people’s organizations such as women’ organization etc. are to be formed. In other words, to give organized form to the committees in every sphere and according to ability every comrade is to be kept on the appropriate committee. It is the main and immediate task in the present situation.

(iv) The situation is demanding of you to stand on your own feet and independently advance the task of building struggle and organization. Thus we have to stress on becoming self-reliant in every field and particularly, we have to develop our leadership and creative talent.

(v) This struggle has greatly influenced the militant and class forces of nationality. It proved that by taking independent initiative and implementing our line related to nationality, the positive and class forces of nationality could be influenced and attracted to us. Now it is necessary for us, by using this influence unite with the coming up forces, motivate them to take part in agrarian revolutionary struggle, and by grasping the actual meaning of our nationality line try to implement this as correctly as possible. Also we have to maintain cordial relationship with these organizations and will remain vigilant that there should not be any tension with them.

(vi) In the perspective of on going nationality movement in the whole of Assam, Indian army has unleashed a reign of terror there, in view of this, for taking our struggle to higher stage the area for movement of our regular guerrilla squads must be much more wider and there must be condensed mass base. Concrete basis for its development exist there.

(vii) Comrades, the determination, consistency, heroism you have shown in making this historic fight a great success, you will put the whole of northeastern India in the forefront of people’s war by completing the above immediate tasks with the same determination and consistency in a definite time frame, and by establishing people’s army and Base Areas there, your will fulfill the long cherished dreams of our leaders. With this confidence, we once again say Red Salute to all of you.
