parliamentary elections and for assembly elections in Andhra Pradesh, Orissa and
Karnataka. All the ruling class parties, which have long back shed off any
pretence of principles, moral values and the interests of the people, have been
only concentrating on enticing the winning horses. Kalyan Singh till yesterday
was shouting from the rooftops that Vajpayee and Advani are big conspirators and
now he has been made the chief election manager for the BJP in UP to guarantee
victory for it. Chandra Babu Naidu’s brother left him to join the Congress.
Bangarappa’s son who left the Congress to join the BJP only a few days back, has
left the BJP blaming it to be a communal party as his younger brother was
preferred to him for his favourite seat. Diggy Raja’s brother has jumped onto
the BJP while in the same MP, the new Chief Minister’s brother has threatened to
quit the BJP. Aaya Rams and Gaya Rams are having a field day.
The BJP was doubtful
whether their high tech propaganda, with attractive slogans and offensive
propaganda with Mahajan and Jaitley at the helm, would fetch them enough votes.
So it sent out Advani on the Rath Yatra. It is well known that the BJP
was successful in reaping votes irrigated with blood in the violence that ensued
in the aftermath of Advani’s earlier Yatra. Though the BJP may desist now from
indulging in such crude violence for the present, it wants to get votes by
invoking the fear of the earlier Yatra.
The Congress, which
ruled this country for nearly 50 years, has only served faithfully imperialism,
feudalism and the comprador bureaucratic bourgeoisie. It is only the Congress,
which initiated the present LPG policies, which the present BJP government is
implementing more aggressively. The CPM has intensified its attack on People’s
struggles. Mulayam Singh Yadav has decided to cling to power even by aligning
clandestinely with the BJP. All the ruling parties — whether all India ones or
the regional ones like the RJD, BJD etc — have proved to be birds of the same
feather during these elections. In semi-feudal semi-colonial countries real
democracy does not come to the people through Parliamentary elections. It is
possible only by destroying this system through armed revolution.
These elections are
taking place in a new situation of the worldwide offensive by imperialism,
particularly US imperialism, against the revolutionary movements, national
liberation struggles and all types of people’ struggles in the name of
containing the threat of terrorism in the wake of the September 11 attacks on
the WTC and Pentagon. This rhetoric against so-called terrorism is directed at
the growing people’s upsurge against imperialist globalization and unbridled
exploitation of the world people. It is meant to counter the growing rebellions
of the oppressed people and oppressed nations all over the globe, which are
going to be the dominant feature of this century. The BJP at the Centre and TDP
in AP are going for early elections as part of this global campaign against
terrorism and are seeking to legitimize their brutal state terror and the
pro-imperialist policies of Liberalisation, Privatization and Globalization
(LPG).
The US imperialism —
the No. 1 enemy of the world people — is trying to control the economic
resources of the world, and to establish its own supremacy on world markets
through its military domination. It is trying to make Central Asia its main
focus area of attack and is also trying to consolidate its hegemony over South
Asia. US army officials are directly guiding the deployment of the RNA in Nepal
to counter the strategic offensive on the RNA by the Maoists. Pakistan has
opened wide its airports for the US occupational forces after the recent
negotiations between the Pakistani president Pervez Musharraf and the American
president, the main enemy of the humanity, George Bush. Pak and American armies
have launched a big offensive in the border areas in the name of fighting the
Al-Queda. The Indian ruling classes have been vying with Musharraf to prove that
they are more loyal than their Pakistani counterparts. They were getting ready
to send Indian troops to Iraq but had to postpone this due to people’s
opposition to it and in view of the present parliament elections. People have to
unitedly fight the BJP which has declared an offensive war on the people.
Without any relation to who wins or looses the elections, it is our agenda to
fight the forces who are repressing the revolutionary struggle.
In the past five
years the imperialist puppets like Vajpayee-Advani at the Centre and Chandrababu
Naidu in AP, have been in the forefront in promoting the agenda of LPG on the
one hand, while carrying on fascist repression to suppress every people’s
movement on the other. The deputy Prime Minister declared recently that left
extremism is the main danger to the country’s internal security, that the
government will take steps at par with Kashmir and will take on the burden of
the expenditure incurred by the state governments. Apart from this, all other
movements waged against LPG and other anti-people policies of the central and
state governments and the anti-imperialist, anti-feudal struggles are facing
police lathis and bullets. The people know very well, that repression,
and as part of it killings of revolutionaries, nationalities and democrats is
the reality, and development is a hoax.
The fascist communal
BJP put forth slogans like the so-called development, stable government under
Vajpayee, making India into a superpower and a hype is created about
so-called feel good factor. The actual position of the debt/deficit is
hidden behind a concocted GDP growth rate. The fact is the fiscal deficit has
shot to Rs.93,656 crores and the trade deficit to Rs.30,300 crores, creating a
record. Though Ram Mandir and Hindutva are temporarily relegated to the
background, it is clear that the fascist Hindutva forces will implement their
real agenda once they come to power.
The World Bank stooge
and dictator Chandrababu Naidu went a step ahead by declaring Naxalism as his
principal agenda in the election, and unleashed a barrage of lies that the CPI
(ML) [People’s War] has become a hurdle to development and is continuing its
killing spree of its activists. The TDP government has launched a repressive
campaign on the CPI (ML) [Janashakti] also in the past few years. Hundreds of
its activists have been killed by the TDP in fake encounters. The same type of
concocted lies are being floated against the MCCI and PW in Jharkhand and all
over India. The BJP and TDP are seeking legitimacy for creating the worst ever
blood-bath by suppressing the revolutionary movement led by the People’s War
party, MCCI and Janashakti parties after regaining power.
It is meaningless for
the BJP, TDP, CPM, Congress and other parties to make a hue and cry that their
leaders are killed by naxalites and nationality rebels as it is they who have
made it their task to capture and kill all the rebels whether they are Maoists
or those struggling for the self determination of their nationalities. Those
murderers who drown the struggles in blood have no right to question the counter
violence done against their violence.
Till today, the land
question is not resolved and there is a vast majority of the rural poor has no
land. Workers have no work or guarantee to their job and the overwhelming
majority of the masses has no livelihood or any basic amenities. Pauperization
of the vast majority of the peasantry and mass suicides has become a common
phenomenon. People are increasingly realizing that they have no other
alternative but revolution. Repression cannot break the determination and
courage of the struggling people. Protracted people’s war is the only path to
seize political power, whereas the parliamentary path is not the solution for
the oppressed masses and nationalities.
In the annals of the
communist movement in India, the CPI and CPM have time and again back stabbed
the people’s struggles. Especially the CPM has been in power in West Bengal for
a long time and are implementing imperialist policies with zeal and it took upon
itself the agenda to curb people’s struggles from the days of Naxalbari to the
present day. Some parties who still claim themselves to be Naxalites have
removed armed struggle from their agenda and have taken up the parliamentary
path as their path. These parties have to be exposed politically among the
people. We have to campaign in a big way that the people will not get state
power by participating in parliamentary elections but that political power only
flows through the barrel of a gun. We call upon the people of India that their
immediate task is to mobilize more and more into the armed struggle and
intensify people’s war throughout the country.
Today armed agrarian
revolution is advancing in various states, where the toiling masses are waging
war against the semi-colonial, semi-feudal system. People’s War is advancing,
showing the alternative path to the parliamentary path in Andhra Pradesh,
Dandakaranya, Bihar, Jharkhand, Chattisgarh, Orissa and West Bengal etc. We
appeal to the workers, peasantry, intellectuals, women and other patriotic
toiling masses to boycott the fake elections and to join the on going
revolutionary movement to overthrow the three big mountains
(imperialism-comprador bureaucratic bourgeoisie-feudalism) weighing down on the
Indian people and to establish a New Democratic India. This is the only means to
ensure real freedom, democracy and political power to the oppressed people of
India.
