February 6, 2004 will
remain a Red Letter Day in the history of the Maoist people’s war in India aimed
at liberating our country from the vicious clutches of imperialism, comprador
bureaucratic capitalism and feudalism. On that day, the special striking forces
of the People’s Guerrilla Army under the centralised military command carried
out simultaneous actions at ten places in Koraput district virtually paralysing
the district machinery for an entire day. The CCs of CPI(ML)[People’s War] and
the Maoist Communist Centre of India (MCCI) hail these daring armed raids by the
heroic guerrilla forces as a new milestone in the ongoing people’s war in our
country. These tactical offensives were conducted by countering the increasing
encirclement-suppression campaigns by the central para-military forces, the AP
Grey Hounds and the special police forces of AP and Orissa, with the active
support of the revolutionary masses.
It is upon the
decision taken by the Central Military Commission of the CPI (ML)[PW], and based
on the understanding of the CCs of the two parties to arm the units of the PGA/PLGA
with the fire-arms seized from the enemy, that two special companies of the PGA
undertook these actions. The tactical success of the simultaneous actions on
seven enemy positions inside the district headquarter town of Koraput, namely,
the district armoury cum police headquarters, town and rural police stations,
the SP office, the district Treasury, district jail and the headquarter the 3rd
Battalion of the Orissa Armed Special Police, and three police stations in the
same district—at Kukkirigumma, Narayanapatna and the DySP office and police
station in Lakshmipuram—show the superiority of guerrilla tactics based on the
military line enunciated by Com. Mao for waging war in situations where the
enemy has a vastly superior force. It shows that the well-equipped,
well-trained, and numerically superior mercenary enemy forces can be dealt heavy
blows by a numerically weaker but determined, fearless and politically motivated
armed force of the people through concrete survey of the weak points of the
enemy force, meticulous planning and effective execution based on the principle
of taking on the enemy through surprise at lightening speed.
The guerrillas had
not only carried out the various raids but also made the special police forces
in the 3rd Battalion headquarters totally immobile by carrying out guerrilla
attacks at the same time when the other units of the PGA were conducting the
raids in the town. Another armed detachment of the PGA blocked the road from the
CRPF Battalion headquarters at Kolab, situated just 8 km away from the town.
When the central forces tried to rush to the protection of the enemy positions
in the town, the guerrillas blew up a truck carrying these mercenaries killing
two on the spot and seriously injuring three others. The CRPF personnel had to
flee thereby facilitating the safe retreat of all the PGA forces that undertook
the series of actions in the town. Three other units of the PGA cleared the road
for safe retreat by immobilising three police stations in the district and
seizing all the arms and ammunition. More than 500 arms and thousands of rounds
of live ammunition were seized in these raids. One CRPF jawan was killed during
the raids and jail official was injured. There was not a single casualty on the
side of the guerrilla forces.
By hitting at the
enemy in his own dens in the midst of specially-trained counter-insurgency
camps, our heroic people’s armed forces have delivered a blow to the
conspiracies of the ruling classes who have been hatching plan after plan to
suppress the ongoing people’s war in the country through a coordinated military
offensive under the Joint Operational Command (JOC) comprising of the police
forces of nine states plus over a third of the CRPF forces in the country. The
first big blow was delivered by the PGA to the reactionary offensive through the
daring attack on the 1st of October last year on the Chief Minister of AP and
the World Bank stooge, Chandrababu Naidu, who has been in the forefront in the
cruel suppression campaign against the revolutionary movement. The two CCs hail
the heroic action of the PGA against that imperialist agent and fascist dictator
who had survived the attack narrowly.
In Orissa, a massive
police force is deployed against the anti-feudal struggles going on under the
leadership of CPI(ML)[PW] and MCCI in Rayagada, Gajapathi, Malkangiri, Koraput,
Mayurbhanj, and Nuapara, Baragarh, Sambalpur, Jagatshingpur and Sundargarh
districts, and fake encounters are enacted by killing the militant peasants.
Several leading comrades of the PW and MCCI are languishing in the jails in
Mayurbhanj and Sundargarh districts respectively since a long time. Two peasants
were recently killed near Gudari village in Basadhara area. Over a thousand
peasants were arrested and sent to jail in the past one year in the three
southern districts. Koraput is one of the main Centres from where these
operations are directed by the enemy in close coordination with the Grey Hounds
of AP and the special police forces of Chathisgarh.
The oppressed masses
in Koraput and other districts are overjoyed at the humiliating defeat of the
enemy forces who harass them daily and perpetrate untold atrocities. The Koraput
raids reflect the aspirations of the masses who had lent active support to the
guerrillas during the preparation and execution of the actions.
There is no
alternative before the people but to arm themselves with the arms snatched from
the enemy in order to carry on the people’s war till final victory. Koraput is a
great stride in this direction. It instils immense confidence and inspires the
guerrilla forces of our two parties as well as the revolutionary masses of our
country to undertake such actions in a big way so as to strengthen the guerrilla
armies and to transform them into the People’s Liberation Army in due course.
We, the CC of
CPI(ML)[PW] and the CC of MCCI once again send our heartfelt revolutionary
greetings to the heroic guerrillas of the PGA who had carried out the series of
simultaneous tactical counteroffensives in Koraput with unflinching Bolshevik
determination, revolutionary mettle and death-defying valour and heroism. We
also send our Red Greetings to the revolutionary masses who had extended their
cooperation in various forms to the guerrillas in order to successfully carry
out the operation.
We call upon the
people to be vigilant against possible brutal attacks by the mercenary police
forces who, like cowards, attack unarmed people being scared to confront the
armed guerrillas. The intensified suppression campaign by the enemy forces
should be countered by the masses by creating more Koraputs and sending
nightmares to the enemy even in his own headquarters.
The reactionary
ruling classes are planning to drown the revolutionary movement in rivers of
blood by deploying thousands of para-military forces, particularly in the areas
of armed struggle in AP, Chathisgarh, Jharkhand, Bihar, Orissa, Maharashtra,
West Bengal, MP, UP and other areas, in order to suppress the people’s
resistance to the fake election drama being enacted in the name of so-called
democracy. We call upon the people and the PGA/PLGA fighters to bravely resist
and defeat the suppression campaign of the enemy and to carry out successful
actions as shown by the PGA guerrillas in Koraput.
