Our endeavour should be in the direction of constantly developing democratic values and a democratic culture in our day to day practice as well as in the society. We have to develop among the people the consciousness of hatred against social oppression and on the other hand we have to develop among them moral values, democratic consciousness, and a spirit of collectivism. We have to take measures of curbing and controlling the wrong trends such as cult-worship, bureaucracy, subjectivism etc., in our revolutionary movement. The liberalism that is prevailing in the leading committees – is resulting in a lack of the working class perspective in the movement and it is also harming new democratic culture and values to a certain extent. In order to free ourselves from these defects – we should pay proper attention to practise criticism and self-criticism in party committees, party cells as well as in the executive bodies of our mass organisations. While concentrating on concrete study, we have to develop among the cadres the understanding of Marxist theory and impart political education. We have to sharpen inner-party struggle against alien trends that are invading our party and movement.

We should conduct a rectification campaign on the different aspects identified by us during the four months from March to June. While locating the root cause for the defects in our practice, we have to carry on criticism and self-criticism at different levels. Whenever serious mistakes are committed, we should make the people concerned aware of such mistakes. We have to seek apology from the people where required. The individuals as well as the committees responsible for such mistakes should realise their mistakes and make self-criticism.

The leading committees as well as the individual members of the committees should realise their own mistakes in guidance, their backwardness in study and their defects in examining things, and undertake self-criticism, rectify the wrong trends they are suffering from, such as liberalism, spontaneity, subjectivism and bureaucracy. They must criticise unhesitatingly those who commit serious mistakes, that harm the interests of the people. But at the same time we should give some chance to such elements to make self-criticism and to come out from such mistakes.

During the rectification campaign — the leading committees of the various areas should place their self-criticism before the concerned cadre. Finally, the results of the rectification campaign should be reviewed in district, regional and state committee meetings.
