Comrades,
On behalf of Central Committee of the TKP/ML, we greet with communist enthusiasm
the 9th Congress of your party CPI (M-L)[PW], the delegates of the Congress and
the representative of the fraternal Party, CPN (Maoist), who have not left our
comrades alone on such an important date. Your present congress has a great
historical significance.
While your Congress represents the historical heritage of the Naxalbari armed
peasant revolt in May 1967 that stood up against both the local and the
reactionary-fascist rule and the parliamentary reformist, it must also be able
to look at this experience with a critical and scientific point of view in order
to see its shortcomings.
Your Congress also means the continuation of CPI (M-L) line founded under the
leadership of comrade CM on 22 April 1969 and the 8th Congress that was held in
May 1970. Your Congress represents the joint heritage of the erstwhile CPI (M-L)(PW)
that was established in 1981) and the erstwhile CPI (M-L) (PU) in 1983. Your
Congress strengthens the union of two Maoist forces that united in August 1998,
an event that has a huge importance for the future of the Indian revolution.
Your Congress is taking place in a period when the imperialist bourgeoisie,
revisionism and all turncoats that have parted from Marxism-Leninism-Maoism,
yell out in a joint chorus that socialism is dead. We nevertheless strongly
believe that the CPI (M-L) (PW), the vanguard of Indian proletariat, a valuable
member of International Communist Movement (ICM), will successfully complete its
Congress despite the heavy repression and the all round attacks by the
fascist-reactionary Indian ruling classes. This success will be a success both
against the Indian fascist dictatorship and against the imperialist bourgeoisie.
On this historic day, we commemorate all the martyrs of world communism in the
name of comrades Mahesh. Shyam and Murali. And we once again pledge that we will
carry, with great honour, the red banner that they left to us, to final victory.
We will unconditionally fight against all anti-MLM lines and distortions, and we
will make the enemy pay heavily for our fallen comrades.
The petty bourgeois opportunists continue to serve the ideological attacks of
the imperialist bourgeoisie and to spread the ideological views of the
bourgeoisie among the working class. These forces have developed bourgeois
liberal thesis such as imperialism has changed, as a result of globalization,
the proletariat will no longer be able to lead the revolution, etc.
We, Marxists-Leninists-Maoists know very well that those who waver after a
defeat will attack MLM first and then give in to bourgeoisie ideology. These
people will revise Marxism in the name of defending it, will render Marxism
harmless to the bourgeoisie, and ideologically disarm the proletariat.
The class-conscious communist parties of the world belonging to the proletariat
have rich experiences in the struggle against the imperialist bourgeoisie and
all anti-Marxist-Leninist-Maoist ideologies that disguise themselves under
Marxism. The International Communist Movement must draw valuable lessons from
these experiences and continue to march forward on its glorious path. Because
the future will belong to the international proletariat and oppressed peoples of
the world.
Neither socialism has died nor MLM ideology has come to an end against the
attacks of the monopoly bourgeoisie. On the contrary the developments in the
imperialist world continues to prove the validity of the science of MLM
ideology.
The collapse of the socialist states one by one and the defeat of the world
proletariat and peoples of the world against the imperialist bourgeoisie are
temporary defeats. Those who attach a progressive nature to imperialism and its
rotten system are deeply mistaken. Millions of oppressed and exploited people
will soon or later break their chains of slavery and throw the exploiting
classes into the dustbin of history.
The MLM parties are trying their utmost to maintain and strengthen ideological
and organisational unity of the ICM despite the fact that the international
proletariat's temporary defeat creates a serious ideological crisis.
One of the most important issues for the ICM today is to strengthen the
ideological and organisational unity of the ICM. to defend the principals of MLM
against anti-MLM tendencies and to turn these principals into a material force
in the struggles of the masses. This means each Communist Party is to advance,
and strengthen the class struggle in their respective countries and to
accelerate tile war against the bourgeoisie and other reactionary ruling
classes.
The unity of the ICM depends on the advance of class struggle in each respective
country and the intensification of the solidarity based on this struggle. With
this point of view in mind, the struggle waged against all anti-MLM tendencies
nationally and internationally will be more advanced and strengthened.
In order that the ICM fulfill its historically important task, our efforts,
especially the joint efforts and contributions of the serious Maoists forces are
needed. The work that your party has been carrying out on the basis of
strengthening the ICM has especially advanced in the last few years. The task is
to take this even further and reach a higher level in all fields. Through this
the manipulation of the exploited and oppressed millions by the imperialist
bourgeoisie and its ideology can be prevented and firmer organizational
relations will be built with the masses.
The red banner
that waves on the highest mountains of the world will surround the whole of the
world. This frightens the bourgeoisie but not the toilers. The world Maoists
forces must respond to this process by paying importance of experiences and the
advance of the people’s war in their respective countries.
It is doubtless
that only by insisting on MLM science and paying huge costs can this huge and
historic task be fulfilled. We are hopeful that the world Maoist forces will
succeed in this huge but difficult task taking their fraternal friends with them
and organizing these friends alongside organizing themselves.
Our Party, on
behalf of the working class and the toiling masses of Turkey, greets the
revolutionary struggle of the working class and toilers of India, through your
party. The Central Committee of the TKP/ML and the entire rank and file of our
Party, greets the Congress of our fraternal party, the CPI(M-L)[PW], with
communist enthusiasm and wishes the Congress be fruitful and that all
discussions be done in warm comradeship.
We are
confidant the debates and discussions at this Congress will achieve a higher
level of unity and understanding, which will contribute to fulfilling the hopes
and the aspirations of the working class and toilers of India and that of the
international proletariat and the world's oppressed peoples, whose
responsibility lies on your shoulders.
We are confident that the ideological struggle will be waged keeping in mind the
needs of achieving and preserving unity of thought, unity of action and unity of
discipline.
The TKP/ML
and people of Turkey and Turkish Kurdistan will be shoulder to shoulder with
your party, the CPI (M-L) [PW], and the people of India from the different
nationalities and minorities. Once more, we salute all delegates of the
Congress, the representative of the CPN(Maoist), the Red Fighters and all the
comrades who have toiled to make this Congress a success.
