The Indian ruling
classes, led by the genocidal BJP-led government at the Centre and megalomaniacs
like Chandrababu Naidu in the states, have unleashed a campaign of extermination
on the revolutionary forces in India. Revolutionary cadres and leaders are being
brutally tortured and killed in fake encounters. Even top leaders of the Party,
like the three Central Committee members of the People’s War, were meted out
this same barbaric treatment. In just the past one year over 300 revolutionaries
have been murdered in India and thousands more incarcerated in prisons
throughout the country. The AP government leads in this brutality, with its
continuing ban on the People’s War and its mass organisations. The centre, after
the April 4 meeting convened by the central home minister and attended by the
chief ministers, home secretaries and police chiefs of the five affected states,
is now implementing a planned and concerted offensive against the Maoist forces
throughout the country, in intensified attacks. The onslaught, though initiated
against the revolutionaries, is slowly spreading to all sections of the
struggling people.
While capitulating
totally to the dictates of the imperialists and slavishly selling the country to
the TNCs, the BJP and all other ruling class parties, are ruthlessly suppressing
the masses with the aim of allowing a free hand to the foreign robber-barons.
With this goal, they are re-introducing draconian black laws like TADA; buying
highly sophisticated counter-insurgency equipment from Israel, France, US, etc.,
and are being trained by Mossad, Scotland Yard and US counter-insurgency
experts.
The Indian rulers, in
their hysteric world-wide campaign against so-called terrorism, seeks to crush
the revolutionary forces of not only India, but also throughout South Asia.
Acting as a regional gendarme of the imperialists, specifically the US
imperialists, the Indian expansionists, together with their puppets in Nepal,
are now planning further intervention in the sovereign state of Nepal, to crush
the growing Maoist forces there.
The reactionary
Nepalese government has already massacred more than 1,300 heroic sons and
daughters, in the wake of the rapidly developing people’s war under the
leadership of the Communist Party of Nepal (Maoist). The people’s war in Nepal,
which has now become the hope of the oppressed masses, is growing to a high
level, to establish base areas in the countryside, with the active participation
of the masses. The people’s guerrilla army have already demoralised the
government commando forces in big battles. Therefore, the present government of
Nepal, led by Girija Prasad Koirala, the hated puppet of the Indian
expansionists, is planning to create rivers of blood of the Nepalese people on
their own soil, by deploying the army. Lakhs of revolutionary masses and
prominent personalities are rising against this conspiracy of the enemy.
Revolutionaries should be alert, and prepared for any eventuality.
In India too, in
spite of the massacre of 1,500 revolutionaries in the past decade, the people’s
war is advancing in extent and depth. The Guerrilla Zones are slowly developing
to a higher stage and the organs of the new people’s power are taking shape in
the villages of North Telangana and Dandakaranya, in a direction towards the
establishment of base areas. Simultaneously the people’s guerrilla forces are
being strengthened, and the Party is taking deeper roots in the masses. In
addition, the Party has spread to ten states of the country.
The people of both
countries, led by their Maoist parties, have been heroically fighting back the
state offensive, and are advancing towards genuine liberation and freedom. While
the revisionists and sham Marxists continue their policies of betrayal of the
people’s struggles, it is the genuine Maoist revolutionary forces who are
leading the people’s war for total emancipation.
We, of the Communist
Party of Nepal (Maoist) and the Communist Party of India (Marxist-Leninist)
[People’s War], appeal to the people of both Nepal and India, to rise unitedly
to oppose the fascist and genocidal policies of the Indian ruling classes and
their lackeys, including the Nepali ruling classes, and fight for the freedom of
both countries from the imperialists’ onslaught and against the strategies of
Indian expansionism, and for the total liberation of the masses from the
clutches of domestic reaction.
