Give the final blow to the absolute royal power! Participate actively in the countrywide political strike!

Whether to entangle the country in an endless civil war by maintaining the feudal autocratic monarchy or ascertain prolonged peace and progress by establishing as soon as possible a democratic republic in the country? Whether to make the country a theatre of foreign intervention for the interest of war-mafia, a handful of feudal elites, or safeguard the independence, sovereignty and geographical integrity by bringing about peace by means of a forward-looking political way out? Whether to deceive the people by kneeling down to the absolute monarchy, which has been unleashing time and again military coup against democracy since 1949, or liberate the country forever from the hold of the feudal monarchy by building a broad front of the entire left and non-left democratic forces? Whether to keep ongoing economic, social, cultural inequality, stagnation, backwardness, poverty, exploitation and oppression by simply patching up the decrepit central feudal power, 237 years old, or make the country go ahead along the path of democracy, peace and progress by forward-looking reorganization of the state on the basis of class, national, regional and gender equality? Today, all of the prudent, self-respected and patriotic Nepalese people have to answer these vital questions by standing in the palisade of history. Absolute monarchy or the democratic republic? War or peace? Capitulation or resistance? National betrayal or patriotism? In the present Nepalese society, which has been polarized in these two poles, every Nepali is bound to choose one side.

People's unprecedented uprising that has turned up following the declaration of 12-point understanding reached between the Maoist revolutionaries and seven parliamentarian political parties on the last November 22 has already proved that a vast majority of the people is all for democracy, peace and progress but against the absolute royal power. As a result of people's amazing military and non-military struggles, the complete destruction of the drama of municipal election of the royal power held on February 8, making the world laugh has already started the negative counting of the absolute monarchy that sustains with the force of royal army consisting of a small coterie of the elite class. Undoubtedly, the heroic actions of the PLA carried out from Thankot and Dadhikot, the heart of the royal power, to Nepalgunj, Mahendranagar, Makwanpur, Udayapur, Dhankuta, Tansen and Sunawal is rapidly pushing the royal mercenary army, which is the main shield of monarchy, towards dissolution. Given that major international power centres, including two giant neighbours, who have been traditionally assuming monarchy as a symbol of the so-called stability, have indicated that they could no longer shoulder the monarchy, which has completely lost its ground, shows Nepalese monarchy is becoming the garbage of the history. The fact that the royal power, which has sunk in luxury, extravagance, corruption and commission, is at the verge of collapse by being unable to even maintain its general expenditure from the internal tax and that it has, all of a sudden, come to impose its own burden upon the people and broad consumers, who are already down weighed by dearness, through price-hike in the petroleum products, has made clear that the Nepalese people are, financially too, becoming unable to maintain this monarchical white elephant and its parasitic royal army. Also, the fact that thorough liberation of the vast peasantry, oppressed nationality, region, Madhesi people, Dalits and other oppressed masses is impossible till feudal monarchical state based on mountainous Khas and the so-called high cast chauvinism exists has already been proved historically.

In this situation, the abolition of feudal monarchy and establishment of democratic republic has become an immediate minimum political task of the country. As a first step, a 12-point understanding between Maoists and Parliamentarians has been built up to concretize it, today's historic necessity, going ahead of this, is to create a storm of countrywide united movement by devising a common slogan, front and program. The CPN (Maoist) and its affiliated organizations and fronts, taking account of this necessity and making use of maximum flexibility, are trying hard to build up a united movement. In this connection, on the occasion of the people's war completing its glorious ten years, efforts have been made to chuck out illusions and doubts remaining in relation to revolutionaries and clarify publicly the commitment towards multi-party democracy in the upcoming democratic republic through direct interviews the Party Chairman gave to the domestic and foreign media. In order to decisively defeat the absolute monarchy with the force of movement, particularly the proposals that have been put forward to building up a parallel government consisting of agitating democratic forces, organizing a new national army made up of the PLA, mutinous royal army and other democratic forces and taking initiatives for its recognition from the foreign powers are of course correct, objective and of historic significance. But, it is necessary to be aware of and attentive to the unwanted and reproachable acts that some of the representatives of the international power centres, which have been terrified of the countrywide wave of support appearing in favour of Maoist-Parliamentarian 12-point understanding and these new proposals as well, are, by deliberately carrying out disinformation campaign against the revolutionaries, trying to create rift among the democratic forces and are again ordering the parliamentarian forces to surrender before the monarchy. In the context, when the Nepalese feudal royalist elements have been, since long, deliberately fulfilling their autocratic will by creating rift between the left and non-left, and the parliamentarian and non-parliamentarian democratic forces, all, by shattering this conspiracy of 'divide and rule' in time, must emphasize to build up a broad front and a united movement against the absolute monarchy. The one, who, in this or that pretext, damages the united democratic movement and becomes a shield of the absolute monarchy or makes effort to abort the movement with some mere reforms, will become a nefarious deceiver and betrayer in the eyes of the people. Now, there can be no any debate on the question that the basis of peace and progress in the country is the establishment of democratic republic by way of free and fair election of constituent assembly.

In the situation, when revolutionary people's war of ten years has cut off the roots of feudal structure from the vast geography of the country, the masses of different oppressed classes, nationality, region and sex have risen up for their complete liberation and the absolute feudal clique led by Gyanendra-Paras murderer coterie has been defamed and discarded more than ever before in the history, the time has come to enforce a last strike against the threadbare royal fascist power. Therefore, we heartily appeal [to] the entire citizens to completely boycott and block this illegitimate, national betrayer and genocide royal state, disobey its entire so-called rules, regulations and ordinances and not to pay it tax, revenue and duty of any kind. In the same way, we make a special appeal to the patriotic and democratic officers and soldiers of the royal army, armed police and police force, who have been forced to become personal slaves of the royal power representing a handful of feudal elites and have been compelled to discharge bullets and batons upon own kith and kin, to stand on the side of democracy and join the new national army by rebelling from there. Likewise, we heartily appeal [to] the patriotic officials of the entire civil, judiciary and other services not to obey the illegitimate and anti people state but to play role in favour of democracy. In addition, we heartily appeal [to] the entire democratic parties, mass organizations, nationality and regional fronts, professional organizations and groups, industrialists and businessmen, journalists and media-persons, civil society and the broad masses to make the declared programs a success and contribute to the historical task of bringing a golden morning of democratic republic Nepal. With the belief that even though there will be a momentous suffering, as there is pain for a short time when one purges out pus from the body, from the blockade and political strike that has been organized to purge out the pus, the monarchy creating pain since hundreds of years in the Nepalese society it will provide a prolonged relief to the generations to come, we expect and request for happy and active participation of all in this historic and decisive movement.

Program for struggle

1. Up to March 13: Preparation, propaganda and mass mobilization;

2. From March 14: Blockade of district/zone/regional headquarters and wheel-jam, mainly in Kathmandu valley.

3. From April 3: Indefinite countrywide political strike (Transportation, factory, business centres, educational institution and offices.)

Note: Apart from this, different programs for struggle from various mass organizations, national and regional fronts, can he declared and we will have active support and assistance to the programs declared by seven political parties.
