Press Release of April 25, 2006

Taking lesson from the bitter experience of recurring deception from the feudal monarchy ever since the Delhi Treaty in 1950, in the modern Nepal, the Nepalese people have been, at this time, exhibiting from the streets the initiative in favor of constituent assembly election and democratic republic, astonishing the world. The 12-point understanding between the CPN (Maoist) and seven political parties as to have peaceful and forward-looking resolution of the civil war, ten years long, by way of unconditional constituent assembly, created a political confidence and energy among the entire Nepalese people. With the force of very confidence and energy, the masses of the people have been spilling over their inestimable hatred and wrath against the feudal king and monarchy everywhere in the villages and cities, Hills and Terai, and the country and abroad.

However, Gyanendra's address on April 24, 2006, has expressed the new move of dividing the Nepalese people once again and protecting his autocracy, like in 1950. The so-called address has neither addressed the slogans the people have been chanting in the streets nor the 12-point understanding. It is clear that the essence of this address is to pour down cold water over the flame of mass movement that has been blazing the monarchy. Not only the process of appointment and dismissal ofthe Prime Minister by reinstating parliament through a royal address, Gyanendra Shahi has established a new precedent of absolute ruler, who illegally detains and dismisses the parliament itself. It expresses formidable disgrace and mockery against the democratic process and supremacy of the people. Therefore, our party firmly rejects and discards the so-called royal address because it is a deception and conspiracy against the Nepalese people from both the angles of content and form.

What we want here to clarify is that the parties from among the seven parliamentarian political parties, who have welcomed and supported this so-called royal address, have in fact broken the 12-point understanding and have betrayed upon the sentiments of the Nepalese people. For, the main political crux of the 12-point understanding is the election of constituent assembly. Definitely, it is not that there had only been differences on the process of how to reach at the constituent assembly but, it has also been mentioned in clear words that unanimity in process will be reached through discussion. In this situation, the leaders of those political parties, who have welcomed the "royal address", have on the one hand supported king's autocratic step of reinstating parliament by using traditional royal authority and, on the other, have broken the crux of the 12-point understanding by going unilaterally into the reinstatement of the parliament without having any discussion on the procedural question with the CPN (Maoist). Now, where is the basis for the people to believe that the parliament achieved from the mercy of the king can have right to declare the election of unconditional constituent assembly?

In this context our party strongly appeals the masses of the people of all levels and sects, who are in favor of democracy, peace and progress, to keep with the ongoing peaceful mass movement until the election of unconditional constituent assembly has been declared. This is not 1950, it is 2006 and the movement will not be stopped till the people's sovereignty has been established through constituent assembly. The main leaders of the major parliamentarian parties have certainly made once again a big historical blunder by supporting the so-called royal address. Even then, it is necessary to keep on the mass movement to compel them go up to the election of constituent assembly. Repeating party's commitment to the 12-point understanding, we specially appeal the seven political parties to act according to that. In order to assist the ongoing peaceful mass movement we announce the following programs.

a) Countrywide mass mobilization—demonstrations and meetings,

b) Mass actions against the elements, who come to repress and retaliate the mass movement,

c) Blockade of district headquarters including the capital till the unconditional election of the constituent assembly has been declared.
