Declaration
by the PCP Central Committee
The Communist
Party of Peru, the organized vanguard of the proletariat, was reconstituted
through more than fifteen years of hard-fought struggle by Chairman
Gonzalo as a Party of a new type based on Marxism-Leninism-Maoism,
Gonzalo Thought. Taking up its historic and inalienable role of
fighting for political power for the people and the proletariat,
in May 1980 it unfurled to the wind the red, flaming banner of rebellion.
Thus it ignited the invincible and rising flames of the People's
War that under the just and correct leadership of Chairman Gonzalo
in 1991 reached the stage of strategic equilibrium and today advances
powerfully in its inexorable march towards the seizure of nationwide
power and the establishment of the People's Republic of Peru.
In more than thirteen
years of battles and victories, the People's War has taken deep
root in our country. It is the torchbearer of the World Proletarian
Revolution, for it is the living expression of the validity of Marxism-Leninism-Maoism,
principally Maoism, that has been creatively applied to the conditions
of the Peruvian revolution by Chairman Gonzalo, giving rise to Gonzalo
Thought.
Amidst resounding
and powerful actions, we are successfully carrying out the Fourth
Strategic Plan to Develop People's War to Seize Political Power
and the Sixth and penultimate military plan to Build the Seizure
of Power. Having completed the first campaign of the military plan,
we have powerfully initiated the second campaign: In Defence of
the Headquarters, Against the Genocidal Dictatorship! Thus we have
further developed the democratic path that has become the road of
people's liberation.
On the other hand,
the bureaucratic capitalist road, which is going through the worst
general crisis in the history of the Republic, and the regime headed
by the murderous sell-out puppet Fujimori, Yankee imperialism's
most obedient flunkey, are in an ever worsening situation. The measures
adopted only provide fleeting florescence and general bankruptcy,
while the regime faces more and more difficulties in applying its
three counter-revolutionary tasks: revive bureaucratic capitalism,
restructure the old state and wipe out the People's War. Reality
has shown that accomplishing these goals is an historic and political
impossibility. Of the three, restructuring has become their main
task, and just as they took a step towards absolute centralization
with the April 5th coup, so also are they carrying out their "referendum",
through which they must get their travesty of a constitution approved
any way they can and take another step in Fujimori's presidential
absolutism, making the state even more reactionary. Thus the referendum
takes on a crucial role for the murderous dictatorship. Even more
than before, they must resort to any means necessary, including
using their well known method of fraud to guarantee victory.
To serve these
counter-revolutionary aims, and in desperation and impotence in
the face of the advance of the People's War and as part of the psychological
warfare that is part of the "low-intensity warfare" they are waging,
they have mounted an evil and perverse hoax. On the one hand its
useless aim is to slander Chairman Gonzalo and to continue with
their premeditated, treacherous and demented plan to kill him. On
the other hand, it is an attempt to peddle their rotten dream of
"Sendero's capitulation". This is just one of the many lies that
the reactionaries periodically spread, this time trotted out by
that genocidal sell-out puppet who is hanging from the bayonets
of the Armed Forces, advised by the traitor Montesinos and the murderer
Luza [a SIN psychologist, once convicted of murder, in charge of
psychological warfare - AWTW] under the orders of Yankee
imperialism, principally through the sinister CIA. All this is a
vain attempt to defeat the People's War. It is nothing but a clumsy
and ridiculous hoax that nobody with an ounce of brains could take
seriously. It will go up in smoke like the previous hoaxes when
confronted by the unstoppable whirlwind of the People's War, which
is intensifying the class struggle and whose violent sharpening
can be seen in the wave of strikes and massive demonstrations. This
shows that the developing revolutionary situation is getting ever
stronger and will unfold into a revolutionary crisis.
Today, on the
first anniversary of Chairman Gonzalo's historic and masterful speech,
which shines victoriously and defiantly before the world, his powerful
and relevant words strengthen even more the optimism of communists
and the people, while making the reactionaries tremble with fear.
Like mortally wounded beasts, they are drowning amidst their genocide,
while launching furious and ridiculous attacks in an effort to cover
up the fact that they are rotten to the bone and that their end
is near. But we, the revolutionaries, are nearing victory, the seizure
of power, because the Party always keeps its word. We are firm followers
of what Chairman Gonzalo said: "We once solemnly pledged that we
would not lay down our weapons until we reach communism. We must
persist in the struggle for communism even if the superpowers or
other powers come armed to the teeth with their powerful arsenals.
We communists know what we want and what we are struggling for.
Nothing should nor can keep us from fulfilling the Party's objectives
to serve the people, the proletariat and the world revolution."
As we celebrate our glorious Party's 65th anniversary, we reaffirm
our Party's unshakable resolve to guide ourselves by Marxism-Leninism-Maoism,
Gonzalo Thought and to continue the People's War in the service
of the world revolution, as well as our pledge to give our lives
for Chairman Gonzalo, the Party and the Revolution.
The People's War
will inevitably be victorious, and its victory shall be a salvo
that will contribute decisively to the development of the world
proletarian revolution. The People's Republic of Peru will become
a base area and a trench of struggle for the working class and peoples
of the world. We will develop the socialist revolution and through
successive cultural revolutions we shall march to our final goal
- communism. The Communist Party of Peru takes up its communist
responsibility to be the torchbearer and example. But it is Chairman
Gonzalo, with his inextinguishable light, all-powerful Gonzalo Thought,
who has brought us to this point and who is leading us to the golden,
shining goal of communism with a sure and firm hand, as continuator
of Marx, Lenin and Chairman Mao Tsetung. He is contributing decisively
to a new development of Marxism.
We are firmly
convinced that the Peruvian people, a heroic people fighting under
the leadership of the Communist Party of Peru, led by Chairman Gonzalo,
will achieve complete victory. We take as our own the profound words
of our beloved, heroic and respected Chairman Gonzalo, the greatest
living Marxist-LeninistMaoist: "Firmly basing ourselves on Marxism-Leninism-Maoism,
Gonzalo Thought, confident and convinced of the triumph of the world
proletarian revolution, of the unstoppable march of humanity towards
communism and of the far-reaching significance of the victory of
the Peruvian Revolution, we must take up with ever greater resolve
the seizure of political power nationwide and boldly and firmly
struggle for the complete and total triumph of the new social order,
socialism and then communism. We must keep in mind the experience
of the world revolution and principally our own, as well as the
Party's resolution on the eight possibilities and the intervention
of imperialism, mainly Yankee imperialism, whether it be direct
or indirect, on their own or with allies. We must prepare ourselves
in every sphere to confront them, at any time, under any conditions,
upholding our unconquerable proletarian ideology and developing
the invincible People's War always under the leadership of the Party.
We resolve to always confront imperialism and reactionaries with
a sea of armed masses to seize power, to establish the People's
Republic of Peru and defend it, for the future untarnishable goal
of communism. As Chairman Mao said, the road is tortuous but the
future is bright. We must therefore dare to seize power and dare
to defend it. Let us take the future into our own hands!"
